APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Southwest Asia Service
Medal (SWASM) for his deployment in support of Desert Storm and Desert
Shield during the period of Aug 2, 1990 to Nov 30, 1995.

APPLICANT CONTENDS THAT:
The SWASM should be added to his service record because he was deployed on
2 Aug 1990 for Desert Shield and was on active duty service during the
awarding timeframe. He was discharged on Sept 30, 1991, before the SWASM
was awarded to service members that served in Desert Shield and Desert
Storm. To date, he has not been successful in getting his record
corrected.
In support of his application, he submits a copy of his DD 214 and a letter
from the National Personnel Records Center (NPRC).

STATEMENT OF FACTS:
On 30 September 1991, the applicant was released from active duty service
and was honorably discharged in the grade of airman first class. He was
credited with 5 years and 5 months of active duty service to include 1
year, 6 months and 34 days of Foreign Service.
His awards include the Air Force Training Ribbon, the National Defense
Service Medal, the Air Force Overseas Ribbon-Short, the Air Force Longevity
Service Award Ribbon, and the Air Force Outstanding Unit Award.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial of the applicant’s request. DPPPR notes
the applicant’s enlisted performance report stated he was deployed in
support of Operation DESERT SHIELD 90, but the Area of Operation (AOR) was
not listed in his military record; therefore, they were unable to verify
his entitlement to the SWASM. However, they did verify his entitlement to
the Korean Defense Service Medal (KDSM). His record has been updated to
reflect this award.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force Evaluation was forwarded to the applicant for
review and comment on 21 July 2006. As of this date, this office has
received no response (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. The applicant believes that he should be
awarded the SWARM award for his support during Desert Storm and Desert
Shield and states that he was deployed while on active duty during the
timeframe in question. Nevertheless, the Air Force office of primary
responsibility states there is no evidence in the applicant’s records to
verify his entitlement to the SWASM. Therefore, we agree with the opinion
and recommendation of the Air Force office of primary responsibility and
adopt their rationale as the basis for our conclusion that the applicant
has not been the victim of an error or injustice.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.
