APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Southwest Asia
Service Medal (SWASM).

APPLICANT CONTENDS THAT:
He should have been awarded the SWASM for serving in Jordan and Japan
in support of Desert Shield/Desert Storm.
In support of his request, the applicant provided a copy of his DD
Form 214, Certificate of Release from Active Duty.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force as an airman basic on
6 August 1987 for a term of four years. He was released from active
duty with an Honorable Discharge on 27 November 1991, after completion
of service. He served 4 years, 3 months and 22 days of total active
service.
His DD Form 214 reflects award of the National Defense Service Medal
and the Air Force Good Conduct Medal.
The SWASM is awarded to service members who served in support of
Operation Desert Shield, Desert Storm, or Desert Calm from 2 August
1990 through 30 November 1995. In a TDY capacity, the member must
have served 30 consecutive or 60 nonconsecutive days in the specified
areas.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial and states after a thorough review of the
Applicant’s military record, that office is unable to verify his
entitlement to the SWASM for the period in question.
According to DPPPR, the applicant was on active duty from August 1987
through November 1991 and was assigned to Guam for two years. The
Defense Finance and Accounting Service was unable to verify temporary
duty during the timeframe in question.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
10 March 2006 for review and comment within 30 days. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After a thorough review
of the available evidence and the applicant’s complete submission, the
Board is not persuaded that he is entitled to the award of the
Southwest Asia Service Medal. The Board did not find persuasive
evidence that the applicant performed temporary duty in the specified
area for 30 consecutive or 60 inconsecutive days, or that he flew as a
crewmember in one or more aerial flights directly supporting military
operations in Southwest Asia. Therefore, in the absence of evidence
to the contrary, the Board finds no compelling basis to recommend
granting the relief sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence no considered with this application.
