APPLICANT REQUESTS THAT:
His DD Form 214 be corrected to reflect entitlement to the Air Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
There is no record on his DD Form 214 of his serving in Vietnam (1970-
1971), nor is his Vietnam Service Ribbon posted, and, because of this, the
Department of Assessments will not give him the Vietnam discount on his
house.
He received the AFCM while serving in Vietnam in 1970-1971.
In support of his appeal, he has submitted copies of a personal statement,
dated 6 May 2007, his DD Form 214, dated 3 June 1971, and an AF Form 522,
Qualification Score Card, dated 13 May 1970.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 9 October 1967, and served
as an administrative specialist until his release from active duty on 3
June 1971.
Applicant’s DD Form 214 shows that he was awarded the Air Force Good
Conduct Medal (AFGCM) for service from 9 October 1967 through 8 October
1970. AFPC/DPPPR has reviewed his military record and has verified his
overseas assignment in Vietnam and his entitlement to the Vietnam Service
Medal (VSM), Republic of Vietnam Campaign Medal (RVNCM) and Republic of
Vietnam Gallantry Cross with Palm (RVNGC w/P), and has taken action to
correct his DD Form 214. They have also verified his entitlement to the
Air Force Outstanding Unit Award (AFOUA) and the Small Arms Expert
Marksmanship Ribbon (SAEMR), and have taken action to correct his DD Form
214.
The AFCM is awarded to a service member serving in any capacity with the
Air Force after 24 March 1958, for outstanding achievement or meritorious
service.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial of award of the AFCM as they were unable to
locate a Special Order or Citation awarding the AFCM, and applicant did not
provide any documentation to substantiate his case.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the evaluation was forwarded to the applicant on 3 July
2007, for review and comment, within 30 days. However, as of this date, no
response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Applicant’s records do not contain a Special Order, Citation, or any other
documents awarding the AFCM, and he did not provide any documentation to
substantiate his case. Therefore, in the absence of evidence to the
contrary, we find no compelling basis to recommend granting the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
