APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from the Armed Forces,
be corrected to reflect the Armed Forces Expeditionary Medal (AFEM).

THE APPLICANT CONTENDS THAT:
He was discharged before the AFEM medal was awarded to his unit.
In support of his appeal, applicant submits a personal letter, copy of his
DD Form 214; a copy of the City of New York Police Department Operations
Order number 73-1, s00.

STATEMENT OF FACTS:
On 10 August 1987, the applicant enlisted in the Regular Air Force in the
grade of airman basic (E-1) for a period of 4 years.
The applicant was discharged on 9 August 1991 with an honorable discharge.
He had served 4 years and 9 months total active military service.
The applicant’s DD Form 214 shows he was entitled to the Good Conduct
Medal, the Air Force Training Ribbon, the National Defense Service Medal,
and the Air Force Outstanding Unit Award.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial and states after a through review of the
applicant's military records and resources available, they were unable to
verify location of Foreign Service or the applicant was in support of
Operation DESERT SHIELD/STORM. The applicant did not provide documents to
substantiate his claim.

APPLICANT’S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the Air Force evaluation and stated he was unable to
get his military orders and he does have them on hand. There must be some
way possible to track down his deployment orders. It is an insult to him as
well as any other US veteran to say that if they were in the military
during the conflict, that they were not even considered as a support team.
He has already sent the Board a copy of his D-214 and personnel orders in
which the NYDP has issued military veterans. If there is any other material
the Board needs, please ask.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We find no evidence of error in this case
and after a thorough review of the evidence of record, we do not believe he
has suffered an injustice. Other than his own assertions, we have seen no
evidence that would lead us to believe that he served in an area that would
have qualified him for award of the AFEM. In the absence of evidence to
the contrary, we find no compelling basis to recommending granting the
relief sought in this application.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issue involved. Therefore, the request for a
hearing is not favorably considered.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
