APPLICANT REQUESTS THAT:
He be awarded the Air Force Commendation Medal (AFCM) for meritorious
service from 10 October 1960 to 2 April 1962.

APPLICANT CONTENDS THAT:
He was awarded the AFCM on 11 May 1962.
In support of his appeal, the applicant has provided copies of his DD
Form 214, Armed Forces of the United States Report of Transfer or
Discharge, and an AFCM certificate to accompany the award.

STATEMENT OF FACTS:
The applicant completed almost four years in the Reserve Officer
Training Corps (ROTC) and was commissioned a 1st Lieutenant, Medical
Officer, in the Regular Air Force on 8 June 1959. He served for three
years before transferring to the Air Force Reserve (AFRES) on 7 June
1962 in the grade of captain. On 30 June 1972, he was notified that
he was being considered for discharge as he had not served with the
AFRES since his transfer to the Inactive Status List Reserve Section
(ISLRS) on 2 August 1965. During an annual screening of the ISLRS,
those officers who reach the point where they can no longer accrue a
minimum of 20 years of satisfactory service prior to reaching their
maximum commissioned service date can no longer participate in the
Ready Reserve. On 3 July 1972, he voluntarily tendered a letter of
resignation in lieu of Board action. On 13 July 1972, he was relieved
from assignment and honorably discharged from all appointments in the
USAF.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR notes he provided a Citation to
accompany the award; however, no Special Order authorizing the award
was included. His official military record does not reflect any
special orders for the AFCM.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
14 July 2006 for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of error or injustice to warrant awarding the applicant the
Air Force Commendation Medal (AFCM). While the applicant was not able
to provide a copy of an order showing he was awarded the AFCM, he was
able to provide an AFCM Certificate for meritorious service from 10
October 1960 to 2 April 1962 and signed on 11 May 1962. Therefore, we
believe any doubt should be resolved in favor of the applicant and
recommend that his records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that on 11 May 1962, he was
awarded the Air Force Commendation Medal for Meritorious Service 10
October 1960 to 2 April 1962.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to APPLICANT, be corrected to show that on 11 May 1962,
he was awarded the Air Force Commendation Medal for Meritorious
Service 10 October 1960 to 2 April 1962.

Therefore he will be awarded the KDSM and his records changed to reflect such; however, DPPPR recommends award of the JUMA be denied. The applicant believes his Impaired Hearing and Tinnitus were caused by the noise exposure he experienced while performing duties as a senior woodworker. After a thorough review of the available evidence and the applicant’s complete submission, we find no evidence that he was awarded the AFCM 3OLC. Nor do we find evidence showing that his records should be corrected to show he was promoted to any grade higher than that currently reflected.
