APPLICANT REQUESTS THAT:
His DD Form 214, Certificate of Release or Discharge from Active Duty, be
corrected to reflect he was awarded the Air Force Specialty Code (AFSC)
2A771, Aircraft Metals Technician Craftsmen and he was awarded the Air
Force Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
The Individual Training Requirement Notice indicates that course code
000976, Metals Technology Craftsman was completed on 29 February 1996
for the award of the 2A771 AFSC.
He has a copy of the citation to accompany the award of the Air Force
Commendation Medal.
In support of his application, the applicant provides copies of his
Personal Data-Individual Training Requirement Notice, and Citation of the
Award of the AFCM.

STATEMENT OF FACTS:
The applicant enlisted in the Air Force on 20 June 1989 and separated from
active duty honorably in the grade of staff sergeant on 16 November 1996.
He served 7 years, 4 months and 27 days of total active military service.
His DD Form 214, Certificate of Release or Discharge from Active Duty,
reflects his primary specialty as a 2A751-Aircraft Metals Technician
Journeyman, and the award of the Air Force Achievement Medal.

AIR FORCE EVALUATION:
AFPC/DPPAC recommends denial. A review of the documents the applicant
provided does not substantiate applicant’s contention to change the AFSC
from 2A751 to 2A771. Although the documentation he provided, Individual
Training Requirements Notice, as of 11 September 1996, proves he completed
CCDC2A771, Metal Tech Craftsman, on 29 February 1996, it does not provide
proof that AFSC 2A771 was actually awarded. Based on the findings, this
request is not completely substantiated. Although they do not support
granting the specific relief sought by the applicant, they do recommend
correction of the applicant’s AFSC data, item 11, DD Form 214, to reflect
the Specialty Title of Aircraft Metals Technology Journeyman. However, if
the applicant can provide documentation substantiating he was upgraded,
they will gladly reconsider.

AFPC/DPPPR recommends denial. To be awarded the AFCM, a member shall have
distinguished themselves by meritorious achievement and service. Although
the applicant provided the citation to accompany the award of the AFCM, he
did not provide the order awarding him this medal.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant on 12
August 2005, for review and comment within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We took notice of the applicant's
complete submission in judging the merits of the case; however, we agree
with the opinions and recommendations of the Air Force offices of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice. In
this regard, the applicant provided no documentation to support his
contention that he had been recommended by his commander and awarded the
seven-skill level in his Air Force Specialty Code. The Board also notes
the applicant provided a copy of the citation to accompany the award of the
AFCM, however he did not provide the order awarding him this award.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.
