APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Force
Commendation Medal (AFCM).

APPLICANT CONTENDS THAT:
He was awarded the AFCM, but it is not listed on his DD Form 214,
Certificate of Release or Discharge from Active Duty.
In support of his request, applicant submits an AF Form 2224, AFCM
Certificate, AFCM Citation, and a copy of his DD Form 214.

STATEMENT OF FACTS:
The applicant’s records reflect he enlisted in the Regular Air Force
on 16 December 1980, for a period of four years. He was progressively
promoted to the grade of staff sergeant. On 15 January 1985, he was
honorably discharged for Expiration Term of Active Obligated Service.
He served a total of four years and one month active duty service.
He was awarded the Air Force Achievement Medal and the Air Force Good
conduct Medal.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states in part, the applicant did
not provide the Special Order awarding him the AFCM and without it
they recommend disapproval.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
20 April 2007, for review and comment within 30 days. As of this
date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. After a thorough review of the
applicant’s submission and the available evidence of record, we are
not persuaded that the relief requested should be granted. We took
notice of the complete submission in judging the merits of the case;
however, we agree with the opinions and recommendations of the Air
Force office of primary responsibility and adopt its rationale as the
basis for our conclusion that the former member has not been the
victim of an error or injustice. Should the applicant secure an
official order issued approving the medal, the Board would reconsider
his application. In the absence of such evidence, we find no
compelling basis to warrant favorable consideration of the relief
sought in this application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of a material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The applicant believes his Impaired Hearing and Tinnitus were caused by the noise exposure he experienced while performing duties as a senior woodworker.
