APPLICANT REQUESTS THAT:

The  inclusive  dates  of  his  Air  Force  Commendation  Medal  (AFCM)  and
Meritorious Service Medal (MSM) be changed.

APPLICANT CONTENDS THAT:

An administrative error on the close out date of his AFCM  (1  Oct  00)  for
his permanent change of station (PCS) has impacted the  inclusive  dates  of
his MSM  and  will  also  impact  future  decorations,  thus  affecting  the
timeliness of inclusion for promotion consideration.

He received an AFCM for his PCS, with inclusive dates of 19 Nov 95 to 1  Oct
00.  He out-processed from Hulbert Field, FL on 1 Sep 00, arriving at  Dover
AFB on 2 Sep 00.  His date arrive station (DAS) is 2 Sep 00, as verified  on
his data verification brief.  Since  he  out-processed  on  1  Sep  00,  the
inclusive dates for the AFCM should read 19 Nov 95 – 1 Sep 00.

Extended tour medals require an inclusive period of three years.  His  basic
MSM dated 1 Oct 03 was originally submitted with inclusive dates  of  2  Sep
00 to 1 Sep 03 to align with his DAS.  However, because the AFCM closed  out
1 Oct 00, the inclusive dates of his MSM were changed in the  administrative
chain to read 2 Oct 00 to 1 Oct  03.   The  reason  for  the  administrative
change in the inclusive dates (closeout date of  AFCM)  was  not  discovered
until after presentation of the medal in late November.

The difference in these medals closing out on 1 Oct versus 1 Sep can have  a
significant impact on his career.  The  promotion  eligibility  cutoff  date
(PECD) for senior master sergeant is     30  Sep.   Therefore,  medals  that
closeout on 1 Oct or later are not considered for promotion  points,  or  by
the promotion board.  He is once again eligible for an extended tour  medal,
but because of the original administrative error at Hulbert Field any  medal
he receives will closeout after the PECD and  will  not  be  considered  for
promotion.

His unit is putting him in for an MSM (1OLC) and they want this MSM  (2  Oct
03 – 1 Oct 06) to count toward his promotion, however, the  close  out  date
will be one day past  the  promotion  eligibility  cutoff  date  (PECD)  for
senior master sergeant.

In support of his request, applicant provided  his  personal  statement,  e-
mails where he attempted to correct the dates, Data Verification Brief,  and
copies of his AFCM and MSM citations and orders.

STATEMENT OF FACTS:

Information extracted from  the  Military  Personnel  Data  System  (MilPDS)
indicates the applicant is currently serving on active duty in the grade  of
master sergeant, with a date of rank of     1 Jul 01.

AIR FORCE EVALUATION:

AFPC/DPPPR  recommends  the  Board  render  a  decision   “of”   [sic]   the
applicant’s request to change the decoration closeout dates to the AFCM  and
MSM.

After a through review of the applicant’s military  personnel  record,  they
found no evidence the  applicant  requested  the  MSM  and  AFCM  decoration
closeout dates be corrected to 1 Sep 00 by his reporting  official,  nor  to
the approval authority for reconsideration.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

On 20 Oct 06, a copy of the  Air  Force  evaluation  was  forwarded  to  the
applicant for review and comment within 30 days.  To date,  a  response  has
not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence  has  been  presented  to  demonstrate  the
existence  of  error  or  injustice.   After  reviewing  the   documentation
provided, we are convinced the inclusive dates on the applicant’s Air  Force
Commendation Medal (AFCM) and Meritorious Service Medal (MSM) are  in  error
and should be changed to  reflect  the  correct  dates  of  assignment.   In
reaching our determination we note that the awards and  decorations  monitor
at the applicant’s base of assignment recognized there was  a  problem  with
the dates of the decorations and  attempted,  unsuccessfully,  to  get  them
corrected.   We  also  note  that  the   Air   Force   office   of   primary
responsibility elected not to make a recommendation on  the  merits  of  the
case, leaving it to our discretion.  As such, we believe that  in  order  to
provide the  applicant  fair  and  equitable  relief  and  to  preclude  any
possibility of an injustice, his records should be  corrected  as  indicated
below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT, be corrected to show that

      a.  The close out date of the Air  Force  Commendation  Medal  (AFCM),
covering the period 19 November 1995 to 1 October 2000, be, and  hereby  is,
changed to reflect 1 September 2000.

      b.  The close  out  date  of  the  Meritorious  Service  Medal  (MSM),
covering the period 2 October 2000 to 1 October 2003,  be,  and  hereby  is,
changed to reflect 1 September 2003.

It is further directed that he be provided  supplemental  consideration  for
promotion to the grade of senior master sergeant for all appropriate  cycles
beginning with cycle 04E8, with the AFCM and MSM included in his record.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

      The pertinent military records of the Department of the Air
Force relating to [APPLICANT], be corrected to show that:

      a.  The inclusive dates of the Air Force Commendation Medal
(AFCM), covering the period 19 November 1995 to 1 October 2000, be
amended to reflect 19 November 1995 to 1 September 2000.

      b.  The inclusive dates of the Meritorious Service Medal
(MSM), covering the period 2 October 2000 to 1 October 2003, be
amended to reflect 2 September 2000 to 1 September 2003.

      It is further directed that he be provided supplemental
consideration for promotion to the grade of senior master sergeant
for all appropriate cycles beginning with cycle 04E8, with the AFCM
and MSM included in his record.

      If supplemental promotion consideration results in the
selection for promotion to the higher grade, immediately after such
promotion, the records shall be corrected to show that he was
promoted to the higher grade on the date of rank established by the
supplemental promotion and that he is entitled to all pay,
allowances, and benefits of such grade as of that date.
