RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS
IN THE MATTER OF: DOCKET NUMBER: BC-2006-01091
INDEX CODE: 107.00
COUNSEL: None
HEARING DESIRED: NO
MANDATORY COMPLETION DATE: 12 OCTOBER 2007
_________________________________________________________________
APPLICANT REQUESTS THAT:
His records be corrected to show he was awarded the Air Medal (AM).
_________________________________________________________________
APPLICANT CONTENDS THAT:
He received the AM by mail after he retired. He has been diagnosed with
diabetes. The AM was for missions he flew in and out of Vietnam and will
verify that he was in South Vietnam. Unfortunately, his citation cannot be
located because it was misplaced during his many moves over the past 49
years. His last DD 214 for retirement does not reflect the AM he received
and he would like it amended.
No supporting documentation was submitted by applicant.
The applicant's complete submission, with attachments, is at Exhibit A.
_________________________________________________________________
STATEMENT OF FACTS:
On 31 May 1967, the applicant was relieved from active duty and honorably
retired in the grade of Master Sergeant (E-7). He was credited with 21
years, 1 month and 10 days of total active duty service, to include 6
months and 5 days of Foreign Service.
According to the Air Force office of primary responsibility the applicant
was awarded the following medals: Air Crew Member Badge, Air Force
Outstanding Unit Award with one Oak Leaf Cluster, Good Conduct Medal with
four Bronze Loops, National Defense Service Medal, Air Force Longevity
Service Award with four Oak Leaf Clusters, and the NCO Professional
Military Education Ribbon. In addition, they verified his entitlement to
the Air Force Good Conduct Medal and the Armed Forces Expeditionary Medal
with one Bronze Service Star, and indicated
his separation document will be updated to reflect these awards (Exhibit
E).
_________________________________________________________________
AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends denial. DPPPR states the applicant’s official
military personnel record does not contain a recommendation or special
order indicating he was recommended or awarded the AM. He did not provide
an order awarding him the AM, and they were unable to verify his
entitlement to the award.
The complete DPPPR evaluation, with attachments, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant for
review and comment on 23 June 2006. As of this date, this office has
received no response (Exhibit D).
_________________________________________________________________
THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice concerning award of the Air Medal (AM).
After a thorough review of the evidence of record and applicant’s
submission, we are unpersuaded he should be awarded the AM. Other than his
own assertions, the applicant has provided no documentary evidence that
would establish his entitlement to this award. While we appreciate and
honor the applicant’s service to his country, in view of the above and in
the absence of evidence by the applicant showing his entitlement to the
award, we have no basis on which to favorably consider this request.
_________________________________________________________________
THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of probable material error or injustice; that the application
was denied without a personal appearance; and that the application will
only be reconsidered upon the submission of newly discovered relevant
evidence not considered with this application.

None of the applicant’s Air Medals were awarded for a specified number of combat flight missions; they were awarded by the 15th Air Force for specific dates as follows: - Basic Air Medal (AM), awarded for the period 17 August-3 September 1944, by General Order (GO) 2789, dated 3 October 1944. Even though the applicant has not substantiated that he was ever recommended for award of the Fifth and Sixth Oak Leaf Clusters to the Air Medal, after a thorough review of his submission, the Board...

_________________________________________________________________ AIR FORCE EVALUATION: AFPC/DPPPR states they were able to verify his entitlement to the RVNGC w/P and the RVNCM from his Report of Separation dated 7 March 1969. Regarding the award of the PUC however, DPPPR was not able to verify that his assigned unit received the PUC during the period he was serving in Vietnam. DPPPR therefore recommends his request for award of the PUC be denied.

Therefore, the only issues under consideration before the Board are his contentions that he is eligible for award of the Vietnam Service Medal (VSM), Presidential Unit Citation (PUC) and the Air Force Overseas Short Tour Ribbon. They recommend the applicant's request for award of the VSM, PUC, and Air Force Overseas Short Tour Ribbon be denied. However, the applicant has not presented persuasive evidence that he is eligible for the Vietnam Service Medal, Presidential Unit Citation and the...
