She be provided Special Selection Board (SSB) consideration for
promotion to the grade of lieutenant colonel by the Calendar Years
2004B (CY04B) and 2005A (CY05A) Lieutenant Colonel Central Selection
Boards (CSBs) with her corrected record.

APPLICANT CONTENDS THAT:
The contested OPR reflects a miscarriage of justice and a grossly
inaccurate depiction of her leadership skills.
In support of her appeal, the applicant provided documentation
pertaining to her appeal under the provisions of AFI 36-2401,
including supportive statements and copies of her OPRs.

STATEMENT OF FACTS:
Information extracted from the Personnel Data System (PDS) indicates
the applicant is currently serving on active duty in the grade of
major, having been promoted to that grade on 1 Jan 98. Her Total
Active Federal Military Service Date (TAFMSD) is 28 May 86.

AIR FORCE EVALUATION:
AFPC/DPPPEP recommends denial of the applicant’s request to void the
contested report indicating that the documents provided by the
applicant failed to support her claim the report was an inaccurate
assessment of her performance. They further indicated that, based on
their recommendation, AFPC/DPPPO finds no basis to grant SSB.
A complete copy of the AFPC/DPPPEP evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 12
May 06 for review and response within 30 days. As of this date, no
response has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. The applicant's complete
submission was thoroughly reviewed and her contentions were duly
noted. However, we are not persuaded that corrective action is
warranted in this case. We are aware that evaluators are required to
assess a ratee’s performance, honestly and to the best of their
ability, based on their observance of an individual’s performance. No
evidence has been presented which has shown to our satisfaction the
applicant’s evaluators were unable to render an accurate, unbiased
evaluation of her performance, or that the contested report was based
on factors other than her duty performance during the contested rating
period. In view of the foregoing, and in the absence of sufficient
evidence to the contrary, we find no compelling basis to recommend
favorable action on the applicant’s request that her OPR closing 8 Mar
04 be voided and removed from her records, and that she be provided
SSB consideration with her corrected record.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
