APPLICANT REQUESTS THAT:
1. His Promotion Recommendation Form (PRF) and his Officer
Performance Report (OPR) for the period ending 21 February 1991 be
corrected to include his Distinguished Graduate (DG) information.
2. He be considered for promotion to the grade of lieutenant colonel
by a Special Selection Board (SSB) for the CY03A Lieutenant Colonel
Central Selection Board (CSB).

APPLICANT CONTENDS THAT:
The DG information was significant enough to be included in his PRF
for the above promotion zone board and significant enough to change
his 2006 PRF. He believes this information should have been made
available to his primary selection board in his records and in his
PRF.
In support of his request, applicant provides a copy of his Evaluation
Reports Appeal Board (ERAB) application with decision, copies of his
PRFs for the P0503A, P0504B, P0506A Boards, Distinguished Graduate
Award Certificate and additional documents associated with the issue
cited in his contentions. The applicant’s complete submission, with
attachments, is at Exhibit A.

STATEMENT OF FACTS:
The applicant’s Total Active Federal Military Service Date (TAFMSD) is
10 April 1989. He is currently serving on active duty in the grade of
major, with an effective date and date of rank of 1 April 2000.
The applicant has four nonselections to the grade of lieutenant
colonel by the CY03A (8 Jul 03), CY04B (12 Jul 04), CY05A (6 Jul 05),
and CY06A (13 Mar 06) Lieutenant Colonel CSBs. He was considered by
an SSB for the CY03A Lieutenant Colonel CSB and nonselected for
promotion.
In an application dated 29 January 2004, the applicant requested the
opportunity to switch out his letter to the board for SSB
consideration for the P0503A board. The new letter included both the
Distinguished Graduate information and computer certifications. His
request was approved and an administrative correction was made for
the applicant to meet an SSB with the new information (See Exhibit
B). On 5 January 2005, a similar appeal was considered and returned
without action by the Evaluation Reports Appeal Board.

AIR FORCE EVALUATION:
HQ AFPC/DPPPEP recommends denial. DPPPEP states that a report is not
erroneous or unfair because the applicant believes it contributed to a
nonselection for promotion or may impact future promotion or career
opportunities. The applicant does not have the support of his senior
rater to change the PRF and the applicant has already sought and
received relief to get this information in front of the P0503A
promotion board. Based on DPPPEP recommendation of denial, AFPC/DPPPO
finds no basis to grant SSB consideration. The HQ AFPC/DPPPEP
evaluation, with attachment, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was sent to the applicant on 26
January 2007 for review and comment within 30 days. As of this date,
this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. We have noted the applicant’s
contentions concerning the omission of his Distinguished Graduate (DG)
information in the contested Promotion Recommendation Form (PRF) and
Officer Performance Report (OPR). However, we note the applicant has
already sought and received relief to present the DG information
before an SSB. Therefore, we agree with the opinion and
recommendation of the Air Force and adopt its rationale expressed as
the basis for our decision that the applicant has failed to sustain
his burden that he has suffered an error or injustice. Likewise,
since we have determined favorable consideration of the applicant’s
request to correct his PRF and OPR to reflect DG information is not
appropriate, his request for a Special Selection Board on this basis
is also not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
