APPLICANT CONTENDS THAT:
The PRF does not accurately capture his entire career
accomplishments and recognitions. His Senior Rater (SR) was
unaware of several accomplishments. IAW AFI 36-2401, he has
included a rewritten PRF from his SR, with the concurrence of the
Management Level Review (MLR) President.
In support of his appeal, applicant submitted a copy of the
original PRF; the Substitute PRF; Evaluation Reports Appeal Board
(ERAB) package, and other supporting documents.

STATEMENT OF FACTS:
The applicant is currently serving in the grade of lieutenant
colonel with a date of rank of 1 Apr 06, and a Duty Title of
Director of Facility Management Engineering.
Applicant was nonselected for promotion by the CY04B Lieutenant
Colonel Central Selection Board which convened on 12 Jul 04.
He was selected for promotion to lieutenant colonel above-the-
promotion zone by the CY05A Lieutenant Colonel Central Selection
Board which convened on 6 Jul 05.

AIR FORCE EVALUATION:
HQ AFPC/DPPPEP recommended denial. The applicant filed an appeal
under the provisions of AFI 36-2401, Correcting Officer and
Enlisted Evaluation Reports; the ERAB approved substituting the
24 Apr 04 OPR and correcting the P0504B PRF. The ERAB agreed to
correct Section III of the PRF based on the supporting documents
the member provided; however, the ERAB denied the request to
substitute the PRF. The applicant was also granted supplemental
promotion consideration based on the changes.
The applicant received a copy of the contested PRF 12 days before
the central promotion board. AFI 36-2406, states the PRF should be
provided to the member approximately 30 days before the central
selection board (CSB). After reviewing his PRF, he could have
corrected or appealed its contents prior to, not after, the
promotion board. In addition, he could have written a letter to
the board to further explain his accomplishments or to clarify
statements reflected on the PRF. The applicant stated that his
chain of command were not available to brief and take action;
however, he did not explain where they were prior to the CSB. The
applicant failed to provide supporting documents that he took
action prior to the CSB to request assistance with correcting his
PRF. The SR states that the administrative errors were brought to
his attention during the member’s non-select counseling.
After review of the reaccomplished PRF, Section IV of the PRF did
not contain any new information which was not previously known to
the SR when creating the original PRF. Based on the fact that the
changes were available to the SR during his initial write of the
PRF and the member did not have any material errors on his PRF, or
the PRF process, DPPPEP determined the PRF is an accurate
assessment of the applicant’s performance.
Additionally, the Chief, Officer Promotion, Appointments and
Selective Continuation Branch recommends denial of his request for
SSB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
He refutes DPPPEP’s accusation that he is “attempting to recreate
history,” and thus questioning his integrity and that of two
General Officers. He is compelled to reinforce the integrity of
his submitted request package for his corrected PRF and SSB
consideration.
He firmly believes his request stands on its own and is fortified
with his SR and MLR President’s recommendations. There were
obvious errors in his original PRF in that his career was not fully
and accurately addressed. When responding to his package, DPPPEP
neglected to recognize his entire record to include information
from his Defense Meritorious Service Medal (DMSM) citation and the
manpower equation that was performed by his SR’s staff receiving
his endorsement/signature along with the MLR President’s
endorsement/signature.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice warranting consideration for
promotion to the grade of lieutenant colonel by SSB for the CY04B
Lieutenant Colonel Central Selection Board with a corrected PRF in
his OSR. The applicant contends the PRF prepared for the CY04B
promotion board does not accurately capture his entire career
accomplishments and recognitions. The applicant’s Senior Rater has
provided a corrected PRF, which has the support of the MLR
President. Additionally, IAW AFI 36-2406, a member should receive
his PRF about 30 days prior to the central selection board.
However, the applicant received his PRF just 12 days prior to the
promotion board. In view of the above and to preclude any
possibility of an injustice to the applicant, we recommend that the
contested PRF be voided and replaced with the corrected PRF. In
addition, we recommend that his corrected record be considered for
promotion to the grade of lieutenant colonel by Special Selection
Board for the CY04B Lieutenant Colonel Central Selection Board.
4. The applicant's case is adequately documented and it has not
been shown that a personal appearance with or without counsel will
materially add to our understanding of the issue(s) involved.
Therefore, the request for a hearing is not favorably considered.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that the Promotion
Recommendation Form (PRF), AF IMT 709, prepared for the Calendar
Year 2004B (CY04B) Lieutenant Colonel Central Selection Board be,
and hereby is, declared void and removed from his records and that
the corrected PRF, ending with, “…must send to SDE then SQ/CC!,” be
accepted for file in its place.
It is further recommended that he be considered for promotion to
the grade of lieutenant colonel by a Special Selection Board for
the CY04B Lieutenant Colonel Central Selection Board, with
inclusion of the corrected PRF.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXXX, XXXXXXX, be corrected to show that that
the Promotion Recommendation Form (PRF), AF IMT 709, prepared for
the Calendar Year 2004B (CY04B) Lieutenant Colonel Central
Selection Board be, and hereby is, declared void and removed from
