APPLICANT REQUESTS THAT:

He be awarded the Southwest Asia Service Medal (SWASM).

APPLICANT CONTENDS THAT:

He served in support of Operation Desert Shield/Storm  and  is  entitled  to
the SWASM.

In support of his appeal, the applicant provided a copy of his DD  Form  214
(Certificate of Release or Discharge  from  Active  Duty),  page  2  of  his
Enlisted  Performance  Report  (EPR)  signed  30  June   1990,   and   other
documentation.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant is currently serving in the Air Force Reserve in the grade  of
staff sergeant.

Available records indicate that during the  time  period  in  question,  the
applicant enlisted  in  the  Regular  Air  Force  on  29 May  1984  and  was
discharged on 18 March 1991 in  the  grade  of  staff  sergeant,  under  the
provisions of AFR 39-10 (Hardship Reasons).  He served a total of  6  years,
9 months, and 19 days of total active military service.






According to the applicant’s DD  Form  214  he  was  awarded  the  following
decorations:  Air Force Outstanding  Unit  Award  with  1 Oak  Leaf  Cluster
(1OLC), Air Force Good Conduct Medal (AFGCM)  w/1OLC,  Air  Force  Longevity
Service Award  (AFLSA),  Air  Force  Overseas  Long  Tour  Ribbon,  NCO  PME
Graduate Ribbon, Small Arms Expert Marksmanship Ribbon  (SAEMR),  Air  Force
Training Ribbon (AFTR), and the National Defense Service Medal (NDSM).

AIR FORCE EVALUATION:

ARPC/DPSS recommended denial.   They  indicated  that  they  are  unable  to
locate  any  documentation  reflecting  his  presence   in   the   area   of
responsibility in direct  support  of  Operation  Desert  Shield/Storm.   In
order to determine authorization,  they  need  documentation,  (i.e.  travel
voucher, certificate,  awards,  evaluation  report,  etc.),  reflecting  his
direct support of the operation in the area of responsibility.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

The applicant reviewed the evaluation and indicated that it  was  August  of
1990 a few days after the invasion of the Iraq Forces into  Kuwait  that  he
was ordered to deploy as an augmentee with  the  Fifth  Mobile  Aerial  Port
Squadron out of Mildenhall, England to Saudi Arabia.   It  was  by  far  the
scariest and most important time  in  his  life  and  his  military  career.
Since ten years has passed he has no evidence  of  anything  he  did  during
Desert Storm/Shield. He indicates that his superiors failed  to  submit  his
last EPR and did not request any awards or medals on his behalf.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies provided by existing  law  or
regulations.

2.    The application was not timely filed; however, it is in  the  interest
of justice to excuse the failure to timely file.

3. Insufficient relevant evidence has  been  presented  to  demonstrate  the
existence of an error or an injustice  warranting  award  of  the  Southwest
Asia Service Medal (SWASM).  We took  notice  of  the  applicant's  complete
submission in judging the merits of the case; however,  we  agree  with  the
opinion and recommendation of the Air Force and  adopt  their  rationale  as
the basis for our conclusion that the applicant has not been the  victim  of
an error or injustice.  According  to  the  applicant’s  available  military
personnel records there is no indication that he  was  recommended  for  the
SWASM.   The  applicant  was  permitted  30  days  to   provide   additional
documentation to support his claim,  i.e.,  travel  vouchers,  certificates,
and/or awards reflecting his direct support of the operation in the area  of
responsibility which supports the award of the SWASM.  However, he  did  not
provide the necessary documentation needed to verify eligibility  for  award
of the SWASM.  We find no compelling basis to recommend granting the  relief
sought.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
