APPLICANT REQUESTS THAT:

1.  His reenlistment eligibility (RE) code be changed from “2C”  Personality
Disorder to “3K” Secretarial Authority.

2.  His  narrative  reason  for  separation  be  changed  from  “Personality
Disorder” to “Other, Not Specified.”

APPLICANT CONTENDS THAT:

Upon receiving his DD Form 214, he was notified that he would  not  be  able
to re-enter active duty in  any  branch  of  military  service  due  to  the
decisions made beyond his control.  He requests his RE  code  and  narrative
reason for separation be changed so he can enter into  an  ROTC  program  at
Texas A&M University where he is currently attending school.

He feels he was misdiagnosed as  having  a  personality  disorder.   He  was
never diagnosed with a personality disorder nor has it ever shown up on  any
transcripts.  The transcripts stated he was diagnosed  with  depressed  mood
and  dependent   personality   traits.    Furthermore,   the   psychological
evaluation that was administered to him negatively reflected  his  condition
as a whole person. He feels that it centered  on  specific  events,  marital
problems which had reached a peak.  Supplemental information such as  credit
reports, college transcripts, letters of  appreciation  and  recommendation,
and his Enlisted Performance Reports (EPRs) positively reflect  who  he  was
as an active duty member and who he is now as a civilian.

In support of his  request,  applicant  provided  a  personal  statement,  a
psychiatric evaluation, copies of his EPRs,  certificates  of  appreciation,
and certificates of training, a credit report and  documentation  associated
with his college enrollment.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force on
16 May 01.  He was progressively promoted to the  grade  of  senior  airman,
having assumed that grade effective and with a date of rank of 15 Sep 03.

On 18 May 04, applicant was notified of his commander's intent to  recommend
him for administrative discharge.  The  specific  reasons  for  this  action
were a recommendation from the Mental Health Clinic  and  his  diagnosis  of
having an adjustment disorder with depressed mood and dependent  personality
traits.  He was advised of  his  rights  in  this  matter  and  acknowledged
receipt of the notification on that same  date.   After  consulting  counsel
the applicant elected not to submit statements on  his  own  behalf.   In  a
legal review of the case file, the  staff  judge  advocate  found  the  case
legally sufficient and recommended that he  be  discharged.   The  discharge
authority concurred  with  the  recommendations  and  directed  that  he  be
discharged   with   an   honorable   discharge,   without   probation    and
rehabilitation.  Applicant was discharged on 17 Apr 04.  He served  2  years
and 11 months on active duty.

AIR FORCE EVALUATION:

The BCMR Medical Consultant is of the opinion  that  the  narrative  reasons
for discharge should be changed to Secretarial Authority.  No change in  the
reenlistment code is warranted.

The fact that the applicant is  functioning  well  at  this  time  following
separation  is  consistent  with  the  diagnosis  of  Adjustment   Disorder,
however, it does not predict that he will respond well to  the  stresses  of
military operations, deployment, or combat when he  is  separated  from  his
familiar surroundings and usual support system of family and friends.

It was noted that he had a several year history  of  intermittent  low  mood
associated with family  problems  and  compulsive  coping  skills.   In  the
setting of  marital  discord  and  work  stressors,  he  experienced  marked
emotional distress including depressed  mood,  anxiety,  suicidal  ideation,
self  cutting  behavior,  agitation,  and  difficulty  with  anger  control.
Mental health providers diagnosed adjustment disorder with  depressed  mood.
Individuals who develop adjustment disorder due to the  stress  of  military
service including with concomitant  personal  issues,  are  not  suited  for
military service and are subject to administrative discharge.  The  RE  code
should not be changed.

On  the  applicant’s  DD  Form  214,  the  narrative  reason  is  listed  as
personality disorder even though the applicant  was  not  diagnosed  with  a
personality disorder.  The applicant was however diagnosed with  maladaptive
personality traits.  The applicant was diagnosed with dependent  personality
traits but not dependent personality disorder.  Since he was  not  diagnosed
with a personality disorder and was further not noted to  demonstrate  long-
standing maladaptive  traits  or  misconduct  suggestive  of  a  personality
disorder, it is inaccurate to  list  the  narrative  reason  as  personality
disorder, even  though  it  is  administratively  correct.   Change  of  the
narrative reasons for discharge to Secretarial Authority is recommended.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 27  Sep
06 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error or injustice in respect to the applicant’s request for  a
change to  his  RE  code.   We  took  notice  of  the  applicant’s  complete
submission in judging the merits of the case; however,  we  agree  with  the
BCMR Medical Consultant that the fact the applicant is functioning  well  at
this time following separation does not predict that he  will  respond  well
to the stresses of military operations, deployment, or  combat  when  he  is
separated from his familiar surroundings and usual support system of  family
and friends.

4.  However,  we  noted  the  narrative  reason  is  listed  as  personality
disorder even though the applicant was  not  diagnosed  with  a  personality
disorder.  We agree with the Medical Consultant that  it  is  inaccurate  to
list the narrative  reason  as  personality  disorder,  even  though  it  is
administratively correct.  Therefore, we recommend the  applicant’s  records
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT be corrected to show that on 16 April 2004, he  was  discharged
under the provisions of AFI 36-3208, paragraph 1-2, (Secretarial  Authority)
with Separation Program Designator (SPD) Code of KFF.

      Your application to the Air Force Board for Correction of Military
Records, AFBCMR BC-2005-02954, has been finalized.

      The Board determined that the military records should be corrected as
set forth in the attached copy of a Memorandum for the Chief of Staff
United States Air Force.  The office responsible for making the correction
will inform you when your records have been changed.

      After correction, the records will be reviewed to determine if you
are entitled to any monetary benefits as a result of the correction of
records.  This determination is made by the Defense Finance and Accounting
Service (DFAS-DE), Denver, Colorado, and involves the assembly and careful
checking of finance records.  It may also be necessary for the DFAS-DE to
communicate directly with you to obtain additional information to ensure
the proper settlement of your claim.  Because of the number and complexity
of claims workload, you should expect some delay.  We assure you, however,
that every effort will be made to conclude this matter at the earliest
practical date.

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to
