1.  Her narrative reason for separation be changed.

2.  Her separation code be changed.

3.  Her reentry (RE) code be changed.

APPLICANT CONTENDS THAT:

The reason for her separation was due to marital problems in which  she  was
unable  to  resolve  until  after  her  divorce.   Her  First  Sergeant  was
unwilling to reasonably analyze the situation at  hand  and  her  physically
and emotionally abusive marriage ruined a promising  career.   She  was  not
aware of the unfavorable separation code until she completed her  bachelor’s
degree and attempted to reenter service as a commissioned officer.

In support of her request, applicant provided a Report for  Protection  from
Domestic Violence, two Certificates of Appreciation, Self Aid &  Buddy  Care
certification, CCAF graduation  notification,  a  Microsoft  certificate,  a
congratulatory  memo,  a  personal  memo,  front  sides  of   two   Enlisted
Performance Reports, AF  Form  100,  program  acceptance  memos,  a  medical
evaluation, a no contact order, and a copy of her DD Form 214.

STATEMENT OF FACTS:

The applicant enlisted in the Regular Air Force  on  13  Dec  93.   She  was
progressively promoted to the grade of senior airman,  having  assumed  that
grade effective and with a date of rank of 13 Dec 96.

On 9 Dec 99, the applicant was notified by her commander of  his  intent  to
recommend administrative discharge.  The specific reasons  for  this  action
were  the  Chairman,  Dept  of  Psychology,  Malcolm  Grow  Medical   Center
recommended that she be administratively  discharged  from  the  Air  Force.
She was diagnosed with a 309 Adjustment Disorder with mixed  disturbance  of
emotion and conduct, and  partner  relational  problems.   She  was  further
diagnosed as exhibiting anti-social and schizoid  personality  traits.   She
was deemed unsuitable for continued military  service.   She  was  honorably
separated on 22 Dec 99.  She served 6 years and 10 days on active duty.

AIR FORCE EVALUATION:

The BCMR Medical Consultant is of the opinion  that  the  narrative  reasons
for discharge should be changed to Secretarial Authority and that no  change
in the RE code is warranted.

The Medical Consultant states the fact that  the  applicant  is  functioning
well at this time following separation is consistent with the  diagnosis  of
Adjustment Disorder, however, it does not  predict  that  she  will  respond
well to the stresses of military operations, deployment, or combat when  she
is separated from her familiar surroundings  and  usual  support  system  of
family and friends.  Her history  of  personal  problems  that  resulted  in
significant impairment of military occupational functioning  indicates  that
she is at  risk  for  recurrent  problems  under  similar  circumstances  of
military occupational and personal stress.  In  recommending  administrative
discharge due to unsuitability, mental health evaluators took  into  account
the abusive nature of the marriage in concluding  the  applicant  was  never
the less, unsuited for continued military service.

On  the  applicant’s  DD  Form  214,  the  narrative  reason  is  listed  as
personality disorder even though the applicant  was  not  diagnosed  with  a
personality disorder.  The applicant was however diagnosed with  maladaptive
personality traits that were significant enough to warrant  listing  on  the
formal psychiatric diagnosis and contributed to her behavior, emotions,  and
development of Adjustment Disorder or Impulse Control Disorder.   Review  of
personnel records  including  enlisted  performance  reports  prior  to  her
difficulties do not reflect evidence  of  enduring  maladaptive  personality
features that would otherwise warrant the narrative  reasons  for  discharge
to show “personality disorder” even though it is  administratively  correct.
Change of the narrative reasons for discharge to  Secretarial  Authority  is
recommended.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of  error  or  injustice.   We  took  notice  of  the  applicant’s
complete submission in judging the merits of the  case;  however,  we  agree
with the opinion and recommendation  of  the  BCMR  Medical  Consultant  and
adopt his rationale as the basis  for  our  conclusion  that  the  fact  the
applicant  is  functioning  well  at  this  time  following  separation   is
consistent with the diagnosis of Adjustment Disorder.  However, it does  not
predict that she will respond well to the stresses of  military  operations,
deployment, or combat when she is separated from her  familiar  surroundings
and usual support system of family and friends.  The RE  code  will  not  be
changed.

      We agree with the opinion  and  recommendation  of  the  BCMR  Medical
Consultant and adopt his rationale as the basis for our conclusion to  grant
the applicant’s alternate request for change in  her  narrative  reason  and
separation  code.   Review   of   personnel   records   including   enlisted
performance reports prior to her difficulties do  not  reflect  evidence  of
enduring maladaptive personality features that would otherwise  warrant  the
narrative reason for discharge to show “personality  disorder”  even  though
it is administratively correct.  Therefore,  we  recommend  the  applicant’s
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the Air  Force  relating
to APPLICANT, be corrected to show that:

        a.  At the time of her  separation  on  22  Dec  99,  her  narrative
reason for separation was listed as Personality Disorder with  a  separation
code of “HFX.”

        b.  The words “Personality Disorder” be replaced  with  “Secretarial
Authority” in Block 28 (Narrative Reason for Separation) and the code  “HFX”
be replaced with “JFF” in Block 26 (Separation Code) on  her  DD  Form  214,
Certificate of Release or Discharge from Active Duty.

Dear Ms. Hendrix

      Your application to the Air Force Board for Correction of Military
Records, AFBCMR BC-2005-03329, has been finalized.

      The Board determined that the military records should be corrected as
set forth in the attached copy of a Memorandum for the Chief of Staff
United States Air Force.  The office responsible for making the correction
will inform you when your records have been changed.

      After correction, the records will be reviewed to determine if you
are entitled to any monetary benefits as a result of the correction of
records.  This determination is made by the Defense Finance and Accounting
Service (DFAS-DE), Denver, Colorado, and involves the assembly and careful
checking of finance records.  It may also be necessary for the DFAS-DE to
communicate directly with you to obtain additional information to ensure
the proper settlement of your claim.  Because of the number and complexity
of claims workload, you should expect some delay.  We assure you, however,
that every effort will be made to conclude this matter at the earliest
practical date.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10,
United States Code (70A Stat 116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to
XXXXXXX, XXXXXXX, be corrected to show that on
22 December 1999, she was discharged under the provisions of AFI 36-3208,
paragraph 1-2, (Secretarial Authority) with a Separation Program Designator
)SPD) Code of KFF.
