He be awarded the Global War on Terrorism Expeditionary Medal (GWOT-
E).

APPLICANT CONTENDS THAT:

He served at Incirlik Air Base, Turkey  from  December  2000  until
March 2002 in direct support of Operation NORTHERN WATCH (ONW)  and
Operation ENDURING FREEDOM (OEF).  The GWOT-E medal was approved by
Congress after his retirement in 2002 and service specific criteria
was not announced until 2004.  He meets the criteria for the  GWOT-
E.

In support of his application, he submits  copies  of  the  special
order and citation accompanying award of  the  Meritorious  Service
Medal (Second Oak Leaf Cluster) for the period 7 Dec 00  –  31  May
02, his PSC order and paid travel voucher, and his DD Form 214.

Applicant’s complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant served on continuous active  duty  from  4  May  1982
through 31 May 2002.  He was honorably retired on 1 June 2002,  for
years of service.  He served 20 years and 27 days.

Documentation provided by the  applicant  reflects  he  received  a
Permanent Change of Station (PCS) assignment  from  Ellsworth  AFB,
SD, to Incirlik AB, Turkey, with a report not later  than  date  of
10 December 2000.

His DD Form  214  reflects  he  was  awarded  the  Air  Force  (AF)
Commendation Medal, with 2 devices, AF Achievement  Medal,  with  1
device, Meritorious Service Medal, with  2  devices,  Armed  Forces
Expeditionary Medal,  with  1  device,  NCO  Professional  Military
Education Ribbon, with 1 device, National  Defense  Service  Medal,
with 1 device, AF Overseas Long Tour Ribbon,  with  2  devices,  AF
Overseas Short Tour Ribbon, Southwest Asia Service  Medal,  with  2
devices, AF Training Ribbon, AF Longevity  Service  Award,  with  3
devices, AF Outstanding Unit Award, with 5 devices, and the AF Good
Conduct Medal, with 5 devices.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR recommends the applicant’s  request  be  denied,  and
states, in part, the applicant was deployed in support of  ONW  and
OEF, while assigned to Incirlik Air  Base,  Turkey,  from  December
2000 to March 2002.  The applicant was  awarded  the  Armed  Forces
Expeditionary Medal (AFEM) for his ONW deployment.   The  applicant
is entitled to only one Department of Defense (DoD) campaign  award
for the same deployment in accordance with DoD 1348.33M,  paragraph
6.E.i.e.  The applicant was originally deployed in support of  ONW;
however, during the deployment the operation changed to OEF.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

There are  incorrect  assumptions  made  by  the  personnel  at  HQ
AFPC/DPPPR.  Under the heading of FACTS:  Item (a)  states  he  was
deployed to Incirlik AB, Turkey when in fact he was stationed there
as permanent party and supported all the operations; and  Item  (b)
states “he was awarded the Armed Forces Expeditionary Medal  (AFEM)
for his ONW deployment.”  He was awarded the  AFEM  for  Operations
DESERT FOX and DESERT THUNDER while  deployed  to  Thumrait,  Oman.
Copies of the MSM citation, TDY orders and his paid travel  voucher
are submitted as evidence.  Under the heading of  DISCUSSION:   His
application for GWOT-E  has  nothing  to  do  with  the  change  in
operations.  He supported ONW during his PCS in  December  2000  to
Incirlik AB, Turkey.  He also supported OEF from 11  Sep  01  until
his PCS in March 2002.  The award  of  the  AFEM  to  Incirlik  AB,
Turkey covered the period between 1 Jan 97 through 31  Dec  99,  he
was not stationed there at that time, therefore, could not  earn  a
medal.  He never received a campaign award for OEF.

Applicant  provided  copies  of  the  special  order  and  citation
accompanying award of the MSM (1OLC) for the period 19 June 1998 to
29 November 2000, and  copies  of  his  order  and  travel  voucher
associated with his TDY from Ellsworth in 1998, for the purpose  of
participating in Operation DESERT THUNDER.  His  complete  response
is at Exhibit E.

ADDITIONAL AIR FORCE EVALUATION:

HQ  AFPC/DPPPR  recommends  denial.   The  GWOT-E  is  awarded   to
individuals who deploy abroad, on or after 11  September  2001  for
service in OEF or Operation IRAQI FREEDOM (OIF) and  are  assigned,
attached, or mobilized to  a  unit  participating  in  OEF/OIF  and
serving  for  30  consecutive  or  60  nonconsecutive  days.    The
applicant was selected for a PCS  rotational  tour  from  the  27th
Munitions Squadron, Ellsworth Air  Force  Base,  South  Dakota,  to
Incirlik Air Base, Turkey.  The PCS move was not a  recognized  air
expeditionary force  (AEF)  assignment,  but  a  normal  Air  Force
rotational tour and is generated by normal manning requirements and
an individual’s Overseas Data Selection Date (ODSD).

APPLICANT'S REVIEW OF ADDITIONAL AIR FORCE EVALUATION:

Under the heading of FACTS: (a) The letter states that “the  GWOT-E
is awarded to individuals who deploy abroad….” He was already there
under orders, and like everyone else overseas, was deployed abroad.
 Are we now saying that all those “stationed”  overseas  in  places
such as Turkey and Saudi Arabia don’t deserve award  of  the  medal
but personnel that “deployed” to these areas and work side by  side
with us do?

AFPC’s own guidance for award  of  the  medal,  under  Eligibility,
states, “1. Assigned, attached or mobilized to a unit participating
in OEF/OIF and serving….”  He was assigned to a participating  unit
for more than the minimum time which qualifies him for the award.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing
law or regulations.

2.  The application was timely filed.

3.  Sufficient relevant evidence has been presented to  demonstrate
the existence of error or  injustice.   The  Air  Force  office  of
primary responsibility has indicated they are unable to verify  the
applicant’s  entitlement   to   the   Global   War   on   Terrorism
Expeditionary Medal (GWOT-E).  They state the applicant is entitled
to only one Department of  Defense  campaign  award  for  the  same
deployment and that he was awarded the Armed  Forces  Expeditionary
Medal (AFEM) for his Operation  NORTHERN  WATCH  (ONW)  deployment.
However,  after  careful  review  of  the  applicant’s   supporting
documents, it  appears  that  he  was  awarded  the  AFEM  for  his
deployment in support of Operation DESERT THUNDER  in  the  Nov/Dec
1998 timeframe, not  for  Operations  NORTHEN  WATCH  and  ENDURING
FREEDOM while assigned to Incirlik, AB, Turkey.  In  view  of  this
and noting that the applicant’s duties while assigned  to  Incirlik
AB were in direct support of ONW/OEF, we  believe  that  any  doubt
should be resolved in his favor and that he should be  awarded  the
GWOT-E for his services performed in support of Operations NORTHERN
WATCH/ENDURING FREEDOM.  Accordingly, we recommend that the records
be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department of the  Air  Force
relating to APPLICANT, be corrected to show that he was awarded the
Global War  on  Terrorism  Expeditionary  Medal  (GWOT-E)  for  his
services  in  direct  support  of  Operations  NORTHERN  WATCH  and
ENDURING FREEDOM during the  period  December  2000  through  March
2002.

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

      The pertinent military records of the Department of the Air Force
relating to [APPLICANT], be corrected to show that he was awarded the
Global War on Terrorism Expeditionary Medal (GWOT-E) for his services in
direct support of Operations NORTHERN WATCH (ONW) and ENDURING FREEDOM
(OEF) during the period December 2000 through March 2002.
