APPLICANT REQUESTS THAT:

The narrative reason for her discharge as reflected in block 28 of her
DD  Form  214  be  changed  from  “Personality  Disorder”  to  reflect
discharge for medical reasons.

APPLICANT CONTENDS THAT:

She was told she could  get  out  of  the  Air  Force  “quicker”  with
“Personality Disorder” as the reason for her separation  and  that  it
would not reflect badly in the future.  She has since found  out  this
is not true and feels she was misled.  She was actually separated  for
medical problems.

STATEMENT OF FACTS:

The applicant entered active duty in the Air Force on 7 Jan 03.  On 26
Aug 03, she was notified by her Training Squadron  commander  she  was
being  recommended  for  discharge  from  the  Air  Force  for  mental
disorders.   The  applicant  had  been  diagnosed  by  the  Chief   of
Psychological Services as having an adjustment disorder so  severe  as
to significantly impair her ability to  effectively  function  in  the
military environment.  On 4 Sep 03, the applicant acknowledged receipt
of the notification and waived her option to consult  counsel  and  to
submit statements  in  her  own  behalf.   Subsequently  her  training
squadron commander recommended to the  Training  Group  commander  the
applicant be  separated  for  the  reason  stated  above.   The  Judge
Advocate subsequently found the proposed discharge legally sufficient.
 On 4 Sep 03, Training  Group  commander  directed  the  applicant  be
discharged from the Air Force without opportunity  for  probation  and
rehabilitation.   The  applicant  was  discharged  on  8  Sep  03  for
“Personality Disorder.”

prepared by the BCMR Medical Consultant found at Exhibit C.

AIR FORCE EVALUATION:

The BCMR Medical Consultant recommends the narrative  reason  for  the
applicant’s  discharge  be  changed  to  Secretarial  Authority.   The
narrative  reason  for  discharge  on  the  applicant’s  DD  Form  214
indicates “Personality Disorder” although she was not diagnosed with a
personality disorder.  The DoD  uses  the  term  personality  disorder
administratively on the DD Form 214 to include all unsuiting disorders
including “Adjustment Disorder.”  The term “Personality  Disorder”  is
confusing because the Diagnostic  and  Statistical  Manual  of  Mental
Disorders uses the term in a  specific,  defined  manner  to  classify
specific disorders of personality  that  do  not  include  “Adjustment
Disorder.”  Since the applicant was not diagnosed with  a  personality
disorder, it is  potentially  misleading  to  use  this  term  as  the
narrative reason  for  separation,  although  it  is  administratively
correct.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on 9
Jun 06 for review and comment within 30 days.  To date, a response has
not been received.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented to  demonstrate
the existence of error or injustice regarding the applicant’s request
to reflect  the  narrative  reason  for  her  discharge  as  “medical
problem.”  However, we agree with the recommendation made by the BCMR
Medical Consultant to change the narrative reason for the applicant’s
discharge to “Secretarial  Authority.”   Accordingly,  we  adopt  his
rationale as the basis for our recommendation  that  the  applicant’s
records be corrected as indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the Department  of  the  Air  Force
relating to APPLICANT, be corrected to show that on 8 September 2003,
she was discharged by  reason  of  “Secretarial  Authority,”  with  a
separation code of “KFF” and a reentry code of “2C.”

MEMORANDUM FOR THE CHIEF OF STAFF

      Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:

      The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that on 8
September 2003, she was discharged by reason of “Secretarial
Authority,” with a separation code of “KFF” and a reentry code of
“2C.”
