APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration, he requests his records
reflect he was on temporary duty (TDY) to Vietnam from 1 to 17 October
1968.

STATEMENT OF FACTS:
In an application to the Board dated 20 December 2002, the applicant
requested his records reflect he was TDY to Vietnam. On 12 June 2003, the
Board considered and denied the applicant’s request. A complete copy of
the Record of Proceedings (ROP) is at Exhibit E.
On 22 June 2004, the Board considered and denied the applicant’s request
for reconsideration. A complete copy of the Addendum to the Record of
Proceedings is at Exhibit G, with attachments.
In an application to the Board dated 6 July 2006, the applicant requests
reconsideration. He states his records do not show his TDY to Vietnam in
October 1968. He provided statements attesting to his TDY to Vietnam
(Exhibit H).

THE BOARD CONCLUDES THAT:
1. After again considering the applicant's request and his most recent
submission, we are still not persuaded that the requested corrective action
is warranted. The letters provided in support of his request are duly
noted; however, the statements provided are not from individuals who
actually witnessed the applicant's presence in Vietnam. Therefore, we do
not find them sufficiently persuasive to override our previous
determinations. The Air Force has tried unsuccessfully to verify the
applicant's duty in Vietnam. Unfortunately, since the applicant has waited
over 30 years to pursue correction of his military records, over the period
of time documents have been lost, memories have faded, and potential
witnesses can no longer be located. Unless the applicant is able to
present some form of official documentation which would verify his presence
in Vietnam, we are not compelled to recommend granting the relief sought.
2. The applicant's case is adequately documented and it has not been
shown that a personal appearance with or without counsel will materially
add to our understanding of the issues involved. Therefore, the request
for a hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified the evidence presented did not demonstrate the
existence of an error or an injustice; the application was denied without a
personal appearance; and the application will only be reconsidered upon the
submission of newly discovered relevant evidence not considered with this
application.

He indicates that he filed a claim and it was denied because his records do not reflect his time served in Vietnam. In support of his appeal, the applicant provided a personal statement. There are no documents in the applicant’s military personnel records that reflect that he was stationed or sent TDY to Vietnam during his tour of duty in the Air Force.
