APPLICANT REQUESTS THAT:
His records be corrected to reflect he was on temporary duty (TDY) to
Ubon, Thailand.

APPLICANT CONTENDS THAT:
His squadron was at Korat and he was sent TDY to Ubon for two months.
They were there during a sappers attack in the winter of 1968-1969.
Applicant's complete submission, with an attachment, is attached at
Exhibit A.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 27 September 1966,
as an airman basic (AB) for a period of four (4) years.
The AF Form 7 in applicant's records reflects he served in Thailand
from 9 November 1968 through 9 November 1969.
The applicant was released from active duty on 4 September 1970. He
served a total 4 years and 26 days of active duty service. His DD 214
reflects one year and one month of foreign service.
HQ AFPC/DPAPP on 9 June 2005 requested the applicant provide
documentation showing he was TDY to Ubon, Thailand. The applicant did
not respond.

AIR FORCE EVALUATION:
HQ AFPC/DPAPP states there is no documentation in the applicant’s
records that reflect he was TDY to Ubon, Thailand. Furthermore, the
applicant failed to respond to a request to provide documentation in
support of his request. Therefore, they recommend the requested
relief be denied.
A complete copy of the evaluation is attached at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
17 June 2005, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of an error or an injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and the recommendation of the Air
Force and adopt its rationale as the basis for our conclusion that the
applicant has not been the victim of an error or an injustice. The
applicant's records do not reflect that he was TDY to Ubon, Thailand.
The applicant’s performance reports reflect he was assigned to two
different squadrons both at Korat AFB, Thailand. The applicant was
requested to provide any documentation to support his claim; however,
as of this date, he has not provided any documentation to verify his
contention of being TDY to Ubon, Thailand. Should the applicant
submit such documentation, the Board would be willing to review it for
possible reconsideration. Therefore, in the absence of evidence to
the contrary, we find no compelling basis to recommend granting the
relief sought in this application.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
