APPLICANT REQUESTS THAT:
In the applicant’s request for reconsideration he is requesting his records
be corrected to reflect he was on Temporary Duty (TDY) in Ubon, Thailand.

STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 27 September 1966, as an
airman basic (AB) for a period of four (4) years.
The applicant submitted an appeal to the Air Force Board for Correction of
Military Records (AFBCMR) requesting credit for being on temporary duty
(TDY) to Ubon, Thailand. The applicant's request was considered and denied
by the Board on 4 August 2005. For an accounting of the facts and
circumstances surrounding the applicant's request for credit for a TDY to
Ubon, Thailand, and the rationale of the earlier decision by the Board, see
the Record of Proceedings at Exhibit E.
On 19 September 2005, the applicant submitted a request for reconsideration
for TDY credit to Ubon, Thailand (Exhibit F).
On 13 October 2005, the Board staff requested the applicant provide
clarification regarding what records he was requesting to be corrected. It
was explained to him that TDYs were not reflected on DD Forms 214 (Exhibit
G).
On 25 October 2005, the applicant stated in order to receive a service
connection disability from the Department of Veterans Affairs (DVA) for his
diagnosis of delayed Post Traumatic Stress Disorder he needed to prove that
he was involved in a sapper attack at Ubon, Thailand. He added that he was
not given any paperwork for a two-month TDY because he went with his whole
squadron (Exhibit H).

THE BOARD CONCLUDES THAT:
Sufficient relevant evidence has been presented to demonstrate the
existence of an error or an injustice. After reviewing the documentation
submitted, the Board believes the applicant has provided sufficient
evidence to indicate he was on temporary duty at Ubon Royal Thai Air Force
Base for a period of time in the summer of 1969. Further, it appears that
during this time period, his unit was involved in a sapper attack on 28
July 1969. In this respect, we note the letters from fellow servicemembers
who attest to the fact the applicant was TDY to Ubon and was involved in
the sapper attack on 28 July 1969. Having no reason to doubt the veracity
of these statements, the Board believes based on the totality of the
evidence, all doubts should be resolved in favor of the applicant.
Therefore, we recommend his records be corrected to the extent indicated
below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to the APPLICANT be corrected to show that he was on temporary duty at Ubon
Royal Thai Air Force Base during the period 25 July 1969 through 25
September 1969.

Having reviewed and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116) it is directed that:
The pertinent military records of the Department of the Air Force
relating to , be corrected to show that he was on temporary duty
at Ubon Royal Thai Air Force Base during the period 25 July 1969 through 25
September 1969.
