APPLICANT REQUESTS THAT:
His DD Form 214 reflect receipt of the Afghanistan Campaign Medal
(AGCM), the Global War on Terrorism Service Medal (GWOT-S) and the
Korean Defense Service Medal (KDSM).

APPLICANT CONTENDS THAT:
He was assigned to Osan AB, Korea, from 1983-1984. In 2001, he was
assigned to Dover AFB, DE, from Sep 99 - 31 Jul 02. While at Dover
AFB, he deployed to the Middle East in direct support of Operation
Enduring Freedom. He was deployed to Thumrait AB, Oman, and attached
to the Air Materiel Command (AMC) tactical airlift command element.
He arrived in the area of operations in early Oct 01 and departed in
late Nov 01. He believes he meets the criteria for two, if not all
three, of the requested medals, which were authorized after his
retirement date on 1 Aug 02.

STATEMENT OF FACTS:
On 31 Jul 02, the applicant was honorably discharged in the grade of
master sergeant for length of service retirement, effective 1 Aug 02,
after 20 years, 5 months and 27 days of active service.
In Mar 03, the GWOT-S was approved for individuals who either directly
or indirectly supported the GWOT through Airport Security Operations
(ASO) from 27 Sep 01 to 31 May 02, Operation Noble Eagle (ONE),
Operations Enduring Freedom (OEF), or Operation Iraqi Freedom (OIF) on
or after 11 Sep 01, to a date to be determined for 30 consecutive or
60 nonconsecutive days; were engaged in actual combat against the
enemy and under circumstances involving grave danger of death or
serious bodily injury from enemy action; were killed, wounded or
injured requiring medical evacuation, regardless of time, while
participating in the specified operation; or were in a non-deployed
status, whether stationed at home or overseas, such as in
maintaining/loading weapons systems for combat missions, securing
installations against terrorism, augmenting command posts or crisis
action teams, and processing personnel for deployment in support of
the GWOT.
Also in Mar 03, the GWOT Expeditionary Medal (GWOT-E) was approved to
members in recognition for service in the Global War on Terrorism.
Individuals must have been deployed abroad on or after 11 Sep 01, to a
date to be determined for service in OEF or OIF in one of designated,
specific geographical area(s) of eligibility (AOE). Under no
conditions were units or personnel within the US eligible for the GWOT-
E. Individuals must have been assigned, attached, or mobilized to a
unit participating in OEF/OIF for 30 consecutive or 60 nonconsecutive
days; engaged in actual combat against the enemy and under
circumstances involving grave danger or death or serious bodily injury
from enemy action, regardless of time served in OEF/OIF; killed,
wounded or injured requiring medical evacuation from OEF/OIF; or a
regularly assigned crew member flying sorties into, out of, within or
over the AOE in direct support of OEF/OIF.
In Feb 04, the Department of Defense (DOD) approved the KDSM for award
to Air Force active duty, Reserve, and Guard personnel as recognition
for military service in the Republic of Korea and the surrounding
waters after 28 Jul 54 and ending on such a future date as determined
by the Secretary of Defense (SecDef). To be eligible for the KDSM,
individuals must have been assigned, attached, or mobilized to units
operating or serving on all the land area of the Republic of Korea,
and the contiguous waters out to 12 nautical miles, and all airspace
above all the land area of Korea and water areas. Personnel must have
been physically present in the AOE for 30 consecutive or 60
nonconsecutive days, or must meet one of the following: (a) were
engaged in actual combat during an armed engagement, regardless of the
time in the AOE; (b) were killed, wounded or injured in the line of
duty and required medical evacuation from the AOE; (c) were
participating as a regularly assigned aircrew member flying sorties
into, out of, within, or over the AOE in support of military
operations; or (d) had served in operations and exercises conducted in
the AOE as long as the basic time criteria is met.
The AGCM was approved by Executive Order, on 29 Nov 04, to recognize
service members who served in Afghanistan in direct support of OEF.
The AOE encompasses all land area of Afghanistan and all air space
above the land. The period of eligibility is on or after 24 Oct 01 to
a date to be determined by the SecDef or the cessation of OEF.
Members qualified for the GWOT-E by reasons of service between 24 Oct
01 to 30 Apr 05, in the area for which the AGCM was subsequently
authorized, shall remain qualified for that medal. Upon application,
any member may be awarded the AGCM in lieu of the GWOT-E for such
service, but not both medals for the same action, achievement, or
period of service. Members serving in the qualifying AOE for which
the AGCM was subsequently authorized are no longer qualified to
receive the GWOT-E after 30 Apr 05.
According to his Enlisted Performance Reports (EPRs), the applicant
was assigned to Osan AB, Korea, from 4 Feb 83 through 8 Aug 84, as a
perimeter defenseman. The EPR for the period 12 Jul 92 through 11 Jul
93 indicates that, while assigned to Kadena AB, Japan, as an
installation patrolman, he was deployed to Korea in support of Foal
Eagle 1992.
On 29 Aug 05, HQ AFPC/DPPRSP advised the applicant that his DD Form
214 had been administratively corrected to reflect receipt of the GWOT-
S, the GWOT-E, and the KDSM.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR has had the applicant’s DD Form 214 administratively
corrected to reflect receipt of the GWOT-S, the GWOT-E, and the KDSM.
The applicant’s deployment qualifies him for the GWOT-E and GWOT-S.
They also verified his entitlement to the KDSM. However, they found
no documents in his records to verify he served in Afghanistan.
Further, on 10 Aug 05, the applicant advised DPPPR that he had no
documents, such as a travel voucher, decoration, or certificate,
validating service in Afghanistan. Therefore, the applicant’s request
for the AGCM should be denied.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A complete copy of the Air Force evaluation was forwarded to the
applicant on 23 Sep 05 for review and comment within 30 days. As of
this date, this office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We note that, on 29 Aug 05, HQ
AFPC/DPPRSP advised the applicant that his DD Form 214 had been
administratively corrected to reflect receipt of the GWOT-S, the GWOT-
E, and the KDSM. Therefore, the only issue remaining for our
consideration concerns the applicant’s eligibility for the AGCM. The
applicant was unable to provide documentation validating service in
Afghanistan, a requirement for that decoration. In view of the above
and absent persuasive evidence to the contrary, we conclude that no
further correction to the applicant’s DD Form 214 is warranted beyond
that administratively accomplished. Our decision, however, should in
no way be construed as a diminishment of the applicant’s contributions
in the fight against terrorism.

The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.
