APPLICANT REQUESTS THAT:
He receives a special selection board (SSB) consideration by the
Calendar Year 2004B (CY04B) Lieutenant Colonel Central Selection
Board with his officer selection brief (OSB) corrected to show the
addition of his duty title effective 5 October 2002 as “RAF ASSIST
OPS OFF/VC10 ACFT CC.”

APPLICANT CONTENDS THAT:
His assignment history was incorrect due to the omission of his duty
title. He reviewed his officer preselection brief (OPB) prior to the
board and noted several discrepancies, including the missing duty
title. He requested correction thru his commander’s support staff.
He verified the corrections via AFPC’s assignment management system.
Although the duty title was present in the OPR, he believes that the
incomplete OSB adversely impacted the board members perception of his
progression when reviewing his overall assignment history. The
omitted duty title (RAF Assist Ops Officer/VC10 ACFT CC) indicates a
significant increase in level of responsibility and leadership.
In Block 8a, he stated date of discovery was 13 December 2004. He
received a copy of his official records that met the board on 10
November 2004. IAW with the information contained in the package, he
immediately requested non-selection counseling from AFPC at the
earliest possible date. AFPC provided the nonselect counsel on 13
December 2004. During that counseling session he was informed of the
error and his possibilities for a supplemental promotion board. The
counselor also informed him he had until May to submit his DD Form
249.
He understands that the promotion board members look at many records
and the average time spent on a record is only five to six minutes.
He has also been told that job performance and progression is the
primary means for determining promotion. This is why he is requesting
a supplemental promotion board. The omitted duty title is important
in showing a significant increase in level of responsibility and
leadership. He was the squadron’s assistant operations officer during
a time of war (Operation Iraqi Freedom).

STATEMENT OF FACTS:
The applicant is currently serving on active duty in the grade of
major.
Applicant has received three OPR's since he was promoted to the
grade of major, all of which reflects "Meets Standards."
The applicant has one nonselection to the grade of lieutenant colonel
by the CY04B Lieutenant Colonel Central Selection Board.

AIR FORCE EVALUATION:
AFPC/DPPPO recommends denial and states the applicant provides
insufficient relevant evidence to support that he exercised due
diligence prior to the selection board with ensuring accuracy of his
record. As such, they stand by DoD policy delivered via AFI 36-3201,
para 6.3.2.2, which states, “Do not have an SSB if, by exercising
reasonable diligence, the officer should have discovered the error or
omission and could have taken corrective action before the originally
scheduled board convened.” Furthermore, although not reflected on the
OSB, the applicant’s Promotion Recommendation Form (PRF) and top OPR
clearly reflected his duty title as “Royal Air Force Assistant
Operations Officer/VC-10 Aircraft Commander.” Therefore, the
information was available to the board members for consideration when
rendering their promotion recommendation.

AFPC/DPAO recommends correcting the applicant’s OSB to reflect the
proper duty title in his official record and defer to AFPC/DPPPO for
SSB.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Complete copies of the Air Force evaluations were forwarded to the
applicant on 20 May 2005, for review and comment. As of this date,
no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law
or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of an error or injustice. The Air Force has determined
the applicant’s duty history was incorrect when he met the CY04B
selection board and it has since been corrected. While it cannot be
conclusively determined whether or not the incorrect duty history was
the reason for his nonselection for promotion by the CY04B board, we
believe that it served to deprive him of fair and equitable
consideration. Therefore, the Board recommends his record, to
include an OSB reflecting his correct duty history, be considered for
promotion by SSB for the CY04B lieutenant colonel board.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT be corrected to show that the Officer Selection
Brief prepared for the Calendar Year 2004 (CY04B) Lieutenant Colonel
Central Selection Board be amended to reflect the duty title entry of
“RAF Assist Ops Off/VC10 Acft” and Duty Air Force Specialty Code of
“11A3Z” effective 5 October 2002.
It is further recommended that he be considered for promotion to the
grade of lieutenant colonel by Special Selection Board for the CY04B
Central Lieutenant Colonel Selection Board.

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the
authority of Section 1552, Title 10, United States Code (70A Stat
116), it is directed that:
The pertinent military records of the Department of the Air
Force relating to XXXXXXX, XXXXXXX, be corrected to show that the
Officer Selection Brief prepared for the Calendar Year 2004 (CY04B)
Lieutenant Colonel Central Selection Board be amended to reflect the
duty title entry of “RAF Assist Ops Off/VC10 Acft” and Duty Air Force
