APPLICANT REQUESTS THAT:

He be considered for promotion to the grade of lieutenant colonel by a
Special Selection Board (SSB) for the CY04B (12 July 2004)  Lieutenant
Colonel Central Selection Board, with a corrected  assignment  history
on his P0504B Officer Selection Brief (OSB).

APPLICANT CONTENDS THAT:

His top line duty title, effective 1 April 2004,  DAFSC  12G4,  Deputy
Chief, Interdepartmental Logistics Support Division, USAFE Theater Air
and Space Operations Support Center, was missing from his P0504B OSB.

He notified his orderly room to make the necessary changes, but it was
not updated during the CY04B selection board.

In support of his request, applicant submits a personal letter  and  a
copy of his SURF showing  the  error  in  question.   The  applicant’s
complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

The applicant’s Total Active Federal Military Service Date (TAFMSD) is
1 December 1985.  He is currently serving on active duty in the  grade
of major, with an effective date and date of rank of 1 July 1997.  The
following is a resume of his OPR ratings subsequent to  his  promotion
to that grade.

# Top report at  the  time  he  was  considered  and  nonselected  for
promotion to  lieutenant  colonel  by  the  CY04B  Lieutenant  Colonel
Central Selection Board, which convened on 12 July 2004.

Information extracted from the Military Personnel Data System (MilPDS)
reveals the applicant’s top two duty history entries as follows:

AIR FORCE EVALUATION:

HQ AFPC/DPPPO recommends the application be denied.  DPPPO states  the
applicant fails to provide sufficient  documentation  to  support  his
duty title claim.  In reviewing MilPDS, DPPPO found that the top  line
duty title is noticeably inconsistent with  the  applicant’s  request.
Instead of Dep Chief, Interdepartmental Logistics, effective  1  April
2004, it shows Asst Ch, Interdepartmental Logistics, effective 10 June
2004.   DPPPO  does  not  believe  the  contested  error  caused   the
applicant’s nonselection for promotion since central  boards  evaluate
the entire officer selection record.   DPPPO  stands  by  current  DoD
policy via AFI 36-2501, which states  SSBs  will  not  convene  if  by
exercising reasonable diligence, the officer  should  have  discovered
the error or omission and could have taken  corrective  action  before
the  originally  scheduled  board   convened.    The   HQ   AFPC/DPPPO
evaluation, with attachment, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force  evaluation  was  forwarded  to  applicant  on
11 March 2005 for review and response.  As of this date,  no  response
has been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided by existing  law
or regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.  His contentions are duly  noted;
however, we do not find these uncorroborated  assertions,  in  and  by
themselves sufficiently persuasive to override the rationale  provided
by the Air Force office of  primary  responsibility.   We,  therefore,
agree with the opinion and recommendation of the appropriate Air Force
office of primary responsibility and adopt the rationale expressed  as
the basis for our decision that the applicant has  failed  to  sustain
his burden that he has suffered either an error or an  injustice.   In
view of the above and absent evidence to  the  contrary,  we  find  no
basis to recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The  applicant  be  notified  that  the  evidence  presented  did  not
demonstrate the existence of material error  or  injustice;  that  the
application was denied without a personal  appearance;  and  that  the
application will only be reconsidered upon  the  submission  of  newly
discovered relevant evidence not considered with this application.
