APPLICANT REQUESTS THAT:

His duty title on his Officer Selection Brief (OSB) prepared  for  the
CY02B Colonel Central Selection Board be changed and he be  considered
for promotion to the grade of colonel by Special Selection Board (SSB)
for the Calendar Year 2002B Colonel Central Selection Board.

APPLICANT CONTENDS THAT:

The 5 January 1998 duty title entry should  reflect  Detachment  Chief
instead of CV-22 Test Director.  He believes that the Detachment Chief
duty title is a leadership position that was not shown to the board on
the preselection brief.

In support of his request, the applicant submitted a copy of  his  Air
Force Officer Preselection Brief and a copy of  AF  Form  707A,  Field
Grade Officer Performance Report.

STATEMENT OF FACTS:

The applicant is currently serving on  extended  active  duty  in  the
grade  of  lieutenant  colonel.   Applicant  was  considered  and  not
selected for promotion to the grade of colonel by the  CY02  selection
board that convened on 3 December 2002.

AIR FORCE EVALUATION:

AFPC/DPAO recommends correcting applicant’s duty history  on  his  OSB
and defer to AFPC/DPPPO for special selection board consideration.

The DPAO complete evaluation is at Exhibit C.

AFPC/DPPPO recommends denial.  The applicant’s duty entry on  the  OSB
should reflect Detachment Chief, but believe that SSB consideration is
not warranted as a result of this correction.  The applicant  provided
a copy of his officer preselection  brief  (OPB),  dated  19  November
2002, two weeks prior to the board convening date.  This confirms that
the inaccuracy in his record was discoverable.  He provided no details
regarding what actions he took to correct  this  error  prior  to  the
board.  In view of that, SSB consideration is not justified.

In addition, the applicant’s Officer Performance Report (OPR)  closing
out 5 May 1998 clearly shows the duty title  entry,  Detachment  Chief
and CV-22 Test Director.  Therefore, the board had before it  material
information regarding his leadership position.  Since  central  boards
do evaluate the entire selection record,  assessing  the  whole-person
factors such as job performance,  professional  qualities,  depth  and
breadth of  experience,  leadership,  and  academic  and  professional
military studies, it is unlikely that the 5 January 1998 duty entry on
the OSB was the  sole  cause  for  the  applicant’s  nonselection  for
promotion.  The DPPPO complete evaluation is at Exhibit D.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

Copies of the Air Force evaluations were forwarded to the applicant on
17 Oct 03, for review and comment within 30 days.  As  of  this  date,
this office has received no response.

THE BOARD CONCLUDES THAT:

1.    The applicant has exhausted all remedies  provided  by  existing
law or regulations.

2.    The application was timely filed.

3.    Sufficient relevant evidence has been presented  to  demonstrate
the existence of error or injustice.   Applicant’s  Officer  Selection
Brief (OSB) did not reflect his  correct  duty  title  of  “Detachment
Chief, AF OP TST  EVAL  CTR,  Patuxent  River”  at  the  time  he  was
considered for promotion by  the  CY02B  selection  Board.   While  it
cannot be conclusively determined whether or not the absence  of  this
duty title was the sole reason for the  applicant’s  nonselection  for
promotion by the Board in question, we do believe that  it  served  to
deprive him of fair and equitable consideration.  In view of the above
and in order to resolve any injustice to the applicant,  we  recommend
that his records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:

The pertinent military records of the  Department  of  the  Air  Force
relating to  , be corrected to show that the Officer  Selection  Brief
prepared for the Calendar Year 2002B Central Colonel  Selection  Board
be amended in the Assignment History section,  by  changing  the  duty
title effective 5 January 1998, “CV-22 Test Director”  to  “Detachment
Chief”.

It is further recommended  that  his  record,  to  include  the  above
corrected Officer Selection Brief, be considered for promotion to  the
grade of colonel by a Special Selection Board for  the  Calendar  Year
2002B Central Colonel Selection Board.

MEMORANDUM FOR THE CHIEF OF STAFF

      Under the authority of Section 1552, Title 10, United States Code and
Air Force Instruction 36-2603, and having assured compliance with the
provisions of the above regulation, the decision of the Air Force Board for
Correction of Military Records is announced, and it is directed that:

      The pertinent military records of the Department of the Air Force
relating to , be corrected to show that the Officer Selection Brief
prepared for the Calendar Year 2002B Central Colonel Selection Board be
amended in the Assignment History section, by changing the duty title
effective 5 January 1998, “CV-22 Test Director” to “Detachment Chief”.

      It is further directed that his record, to include the above
corrected Officer Selection Brief, be considered for promotion to the grade
of colonel by a Special Selection Board for the Calendar Year 2002B Central
Colonel Selection Board.
