ADDENDUM TO
                            RECORD OF PROCEEDINGS
AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS

IN THE MATTER OF: DOCKET NUMBER: BC-2004-03618
            INDEX CODE: 110.03

                       COUNSEL:

                             HEARING DESIRED: NO

___________________________________________________________________

APPLICANT REQUESTS THAT:

His records be corrected to show he was assigned to the Non-Obligated Non-
Participating Reserve Personnel Section (NNRPS) on 1 May 2001 rather than
22 October 2004.

___________________________________________________________________

STATEMENT OF FACTS

On 28 March 2005, the applicant's request that his records be corrected to
show he was assigned to the NNRPS on 1 May 2001, rather than 22 October
2004, was considered and denied by the Board. For an accounting of the
facts and circumstances surrounding the applicant’s request, and, the
rationale of the earlier decision by the Board, see the Record of
Proceedings at Exhibit F.

On 22 May 2005, the applicant submitted additional supporting documentation
for reconsideration. In his request, he provided a personal statement, a
copy of an email from the Air Force Doctrine Center (AFDC) informing him of
the status of his assignment to the AFDC, a letter from the Air Force
Information Warfare Center (AFIWC), a letter from the AFDC on the Status of
Hiring, and a series of emails to the Air Reserve Personnel Center.

The applicant's complete submission, with attachments, is at Exhibit G.

___________________________________________________________________

THE BOARD CONCLUDES THAT:

After again reviewing this application and the additional evidence provided
in support of his appeal, we remain unpersuaded that the applicant should
be granted the requested relief. We carefully considered the evidence
provided by the applicant and believe that only after being faced with the
reality of discharge due to being twice deferred for promotion, did he make
a serious effort to secure a paid assignment or be reassigned to the Non-
Obligated Non-Participating Reserve Personnel Section. The Board also
notes the applicant did not perform any duty to fulfill his Ready Reserve
Personnel Section participation obligation from April 2001 through October
2004. Having found no error or injustice with regard to the actions taken
by the Air Reserve Personnel Center to include initiation of discharge
action, we conclude that no basis exists to grant the relief sought in this
application. Accordingly, the applicant’s request is not favorably
considered.

___________________________________________________________________

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
