He be given credit for the Air University course 00050 – History of U.S.
Air Power.

APPLICANT CONTENDS THAT:
He successfully completed the “History of U.S. Air Power” course on 21
March 2006. On 14 March he was assigned to the Non-obligated, Non-
participating Ready Personnel Section (NNRPS) without having received,
verbal or written notification or orders. To date he still has not
received formal notification of the change. He planned to take the test
according to the status he believed he was currently under. He states he
could have taken the test a week earlier if he had been informed of any
impending change.
In support of his request, the applicant provided a copy of the
certification of course completion and a letter from his vice commander.

STATEMENT OF FACTS:
The applicant is currently serving in the Air Force Reserves (AFRes) in the
grade of lieutenant colonel having assumed that grade effective and with a
date of rank of 29 July 2001.
On 27 February 2006 the applicant enrolled in the History of U.S. Air Power
correspondence course. On 14 March 2006 he was reassigned from an
Admissions Liaison Officer position to the NNPRS.
For retirement year ending (RYE) 14 June 2006, the applicant is credited
with 0 AD points, 19 IDT points, 0 ECI points, 15 membership points,
34 total points and an unsatisfactory year of Federal service.

AIR FORCE EVALUATION:
ARPC/DPP recommends denial. DPP states the change to the Reserve status
prohibited the applicant from earning a satisfactory Federal service year
and qualifying for retirement. The completion date of the correspondence
course was after the effective assignment date to the NNRPS. Therefore,
point credit is not allowed. On 15 May 2006, he contacted the Points
Management Branch at the Air Reserve Personnel Center requesting the points
be added to his current retirement year and was told he would not receive
point credit for the course.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
The applicant reviewed the evaluation and indicated he would have taken the
test a week earlier had he known he was being transferred to a no-points
status. He believes he is entitled to the points he earned for completing
the ECI course.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of an error or injustice. The applicant completed the “History
of U.S. Air Power” course on 21 March 2006, subsequent to his involuntary
assignment to the NNRPS on 14 March 2006. It appears the applicant was not
notified of his pending placement into the NNRPS. Had the applicant been
properly notified, we believe he would have taken the necessary action to
test prior to placement into the NNRPS to ensure he received point credits
necessary for a satisfactory year of Federal service. Therefore, due to
the improper lack of notification, we believe he should be given credit for
the course and a satisfactory year of Federal service for RYE 14 June 2006.
In view of the above, it is our opinion that his records should be
corrected as indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT, be corrected to show that:
a. He was assigned to the Non-obligated, Non-participating Ready Personnel
Section on 22 March 2006 rather than 14 March 2006.
b. He was credited with 32 extension course institute points for
retention/retirement year 15 June 2005 through 14 June 2006, resulting in
66 total points; and, that the period 15 June 2005 through 14 June 2006 is
a year of satisfactory Federal service.

Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to , be corrected to show that:
a. He was assigned to the Non-obligated, Non-
participating Ready Personnel Section on 22 March 2006 rather than 14 March
2006.
b. He was credited with 32 extension course institute
points for retention/retirement year 15 June 2005 through 14 June 2006,
resulting in 66 total points; and, that the period 15 June 2005 through 14
June 2006 is a year of satisfactory Federal service.
