APPLICANT REQUESTS THAT:
His records be corrected to reflect that he was TDY to Kunsan, Korea in
December 1959 for 45 days.

APPLICANT CONTENDS THAT:
While stationed in Fuchu, Japan he was sent TDY to Kunsan in December 1959
for approximately 45 days. He should be eligible for the Korean Defense
Service Medal.
In support of his request, applicant provided a personal statement. His
complete submission, with attachment, is at Exhibit A.

STATEMENT OF FACTS:
Applicant contracted his initial enlistment in the Air Force Reserve on 15
Apr 54. He enlisted in the Regular Air Force on 21 Sep 54 and served
various assignments on active duty and in the Air Force Reserves. He was
progressively promoted to the grade of technical sergeant, having assumed
that grade effective and with a date of rank of 1 Aug 70. He voluntarily
retired from the Air Force on 13 Jul 75. He served 20 years and 17 days on
active duty. Applicant was stationed in Japan from 25 Apr 59 through
25 Apr 61.

AIR FORCE EVALUATION:
AFPC/DPAPP2 recommends denial. DPAPP2 states the applicant did not furnish
any documentation that supports his claim. A review of his master
personnel records reveals no documents that show he was TDY to Korea. The
DPAPP2 evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 19 Mar
04 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. We find no evidence of error in this case
and after a thorough review of the documentation that has been submitted in
support of his appeal, we do not believe that he has suffered an injustice.
Other than his own assertions, we find no evidence, which would lead us to
believe that he served in, or was TDY to the Republic of South Korea during
the period in question. In the absence of the required documents, which
would show that he met the qualifications for award of the Korean Service
Medal, favorable consideration of his request is not warranted.
Accordingly, in the absence of documentary evidence to the contrary, we
find no compelling basis to recommend granting the relief sought in this
application.

The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.
