APPLICANT REQUESTS THAT:

He be awarded the Southwest Asia Service Medal (SWASM).

APPLICANT CONTENDS THAT:

The  SWASM  was  awarded  for  serving  in  support  of   Operation   DESERT
SHIELD/STORM (ODS).  Although he did not serve in country, his DD  Form  214
reflects that he did serve in support of ODS.

In support of his request, applicant provided copies of his  DD  Forms  214.
His complete submission, with attachments, is at Exhibit A.

STATEMENT OF FACTS:

Applicant contracted his initial enlistment in the Regular Air Force  on  22
Feb 74 and was honorably  discharged  on  24  Aug  78.   After  a  break  in
service, he reenlisted on 17 Jul 79.  He was progressively promoted  to  the
grade of master sergeant, having assumed that grade  effective  and  with  a
date of rank of 1 Oct 90.  On 31 Aug  93,  he  was  retired  for  length  of
service.  He served 21 years, 7 months, and 21 days on active duty.

AIR FORCE EVALUATION:

AFPC/DPPPR recommends denial.  DPPPR states  to  be  awarded  the  SWASM,  a
member must have been deployed to the theater of operations  in  support  of
ODS.  There is no evidence in his records indicating he deployed in  support
of ODS.  The DPPPR evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to the applicant on  7  May
04 for review and comment within 30 days.  As of this date, this office  has
received no response.

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was not timely filed; however, it is in the interest  of
justice to excuse the failure to timely file.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of  error  or  injustice.   We  took  notice  of  the  applicant's
complete submission in judging the merits of the case;  however,  since  the
SWASM is awarded to members who were  deployed  to  one  of  the  qualifying
locations in direct support of Operations DESERT SHIELD/STORM,  and  because
the applicant did not deploy to one of the qualifying locations, we  see  no
reason why he would be eligible for  award  of  the  SWASM.   Therefore,  we
agree with the opinion  and  recommendation  of  the  Air  Force  office  of
primary responsibility and adopt  their  rationale  as  the  basis  for  our
conclusion that he has not been the victim of an  error  or  injustice.   In
the absence of evidence to the contrary, we  find  no  compelling  basis  to
recommend granting the relief sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
