The overseas medal be placed on his DD Form 214.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal are at
Exhibit A.
In support of his request, the applicant submits a copy of his DD Form
214. The applicant’s complete submission, with attachment, is at

STATEMENT OF FACTS:
On 30 Aug 68, the applicant was relieved from active duty in the grade
of airman basic (E-1), under the provisions of AFR 39-10, and
transferred to the Air Force Reserve and assigned to the Obligated
Reserve Section. He had completed a total of 4 years of active
service, of which 2 years, 1 month and 4 days were foreign and/or SEA
service. On 30 Aug 70, the applicant was relieved from his assignment
in the Air Force Reserve and honorably discharged from the Air Force
Reserve in the grade of E-1.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR recommends the application be denied. DPPPR stated that
the applicant had an overseas tour in Okinawa beginning 8 Jan 65,
transferring to Vietnam on 3 Dec 66, until 21 Dec 67. On 21 May 02,
DPPPR informed the applicant that the Air Force Overseas (Long/Short)
Tour Ribbon was not established until 12 Oct 80. The applicant
separated on 30 Aug 68. Since the applicant was not on active duty at
the time the Air Force Overseas (Long/Short) Tour Ribbon was
established, he is not eligible for this award. The HQ AFPC/DPPPR
evaluation, with attachment, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to applicant on 19
July 2002 for review and response. As of this date, no response has
been received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
office of primary responsibility and adopt the rationale expressed as
the basis for our decision that the applicant has failed to sustain
his burden that he has suffered either an error or an injustice. In
view of the above and absent evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

The AFOSR-S and the AFOSR-L were authorized on 12 Oct 80, and awarded to Air Force active duty, Reserve, and National Guard personnel who have been awarded credit for an OS tour after 1 Sep 80. In this regard, the AFOSR-S and the AFOSR-L were authorized on 12 Oct 80 for those members who had been credited with an OS tour after 1 Sep 80. The applicant did not complete an OS tour after that date.
