APPLICANT REQUESTS THAT:
He be awarded the Armed Forces Expeditionary Medal (AFEM), the Air Force
Training Ribbon, the NCO PME Graduate Ribbon, the Air Force Overseas
(Long/Short) Tour Ribbon, the Air Force Commendation Medal (AFCM), the Air
Force Achievement Medal, and the Bronze Star (BS) Medal.

APPLICANT CONTENDS THAT:
Applicant makes no contentions. In support of his request, applicant
provided documentation associated with his previous requests for award of
the aforementioned ribbons, and documentation associated with his
Congressional inquiry. His complete submission, with attachments, is at
Exhibit A.

STATEMENT OF FACTS:
Applicant enlisted in the Regular Air Force on 1 Dec 70. He was
progressively promoted to the grade of sergeant, having assumed that grade
effective and with a date or rank of 1 Nov 72. He served an overseas tour
in Hawaii during the period 20 Jul 71 through 10 Jun 73. He was released
from active duty on 23 Aug 74. He served 3 years, 8 months, and 23 days on
active duty.

AIR FORCE EVALUATION:
AFPC/DPPPR recommends denial. DPPPR states that applicant's records have
been reviewed several times as a result of letters from Senators,
Congressmen, and the Secretary of the Air Force. He has been told several
times that he is ineligible for any additional awards without documentation
to substantiate his claims. He was advised that he is not authorized wear
of the AFEM and the Air Force Training Ribbon and the Air Force Overseas
(Long/Short) Tour Ribbons since they were established on 12 Oct 80, after
his date of separation. He still has not provided any documentation to
support award of the AFAM, AFCM, or BS. He has
not provided documentation to show that he completed PME. The DPPPR
evaluation is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 10 Oct
03 for review and comment within 30 days. As of this date, this office has
received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was not timely filed; however, it is in the interest of
justice to excuse the failure to timely file.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of error or injustice. After a thorough review of the evidence
of record, it appears that since the AFEM, Air Force Training Ribbon, and
Air Force Overseas (Short/Long) Tour Ribbon were established in 1980 and
the applicant separated in 1974, he is not authorized to wear those
ribbons. Evidence has not been presented which would lead us to believe
that he completed the necessary training for award of the NCO PME Graduate
Ribbon. Additionally, we see no evidence that would substantiate his
contention that he was recommended and approved for award of the AFAM,
AFCM, or BS medals. In view of the above findings, we agree with the
opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice. In
the absence of evidence to the contrary, we find no compelling basis to
recommend granting the relief sought in this application.
4. The applicant's case is adequately documented and it has not been shown
that a personal appearance with or without counsel will materially add to
our understanding of the issue involved. Therefore, the request for a
hearing is not favorably considered.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not demonstrate
the existence of material error or injustice; that the application was
denied without a personal appearance; and that the application will only be
reconsidered upon the submission of newly discovered relevant evidence not
considered with this application.

However, they find it plausible that his commander, not waiting for the decoration package to be completed, assumed an MSM would be approved, and read an MSM citation at the applicant’s retirement ceremony. While the applicant may have been recommended for award of the Meritorious Service Medal (MSM) as a retirement decoration, we find no evidence that the recommendation had been completed and approved.
