APPLICANT REQUESTS THAT:

His records be corrected to reflect award of the Armed Forces  Expeditionary
Medal (AFEM) on his DD Form 214.

APPLICANT CONTENDS THAT:

He participated in Operation NORTHERN WATCH during the 1998-1999 time  frame
and received the AFEM.

The applicant did not submit any documents in support of his  request.   The
applicant’s complete submission is at Exhibit A.

STATEMENT OF FACTS:

Applicant contracted his enlistment in the Regular Air Force on 4 June  1997
for a period of four years.  He was subsequently promoted to  senior  airman
(E-4), with an effective date and date of rank (DOR) of 3  March  2001.   He
was awarded the Air Force Training Ribbon and the Air  Force  Overseas  Long
Tour Ribbon.

The applicant’s overseas duty history reveals that he had  a  two-year  tour
(21 October 1997 - 1 October 1999) to Japan.

The applicant was released from active  duty  and  transferred  to  the  Air
Force  Reserve  on  3 June  2001  under  the  provisions  of   AFI   36-3208
(completion of required active service).  He had completed a total  of  four
years and was serving in the grade of E-4 at the time of separation.

AIR FORCE EVALUATION:

HQ AFPC/DPPPR recommends the application  be  denied.   DPPPR  informed  the
applicant on 23 May 2003 that there was no indication in  his  records  that
he was deployed to the Persian Gulf in direct support of Operation  NORTHERN
WATCH.  He was asked to provide copies of his TDY order and  Travel  Voucher
to show his deployment to the Persian Gulf; however, he did not respond.

DPPPR states that the applicant never stated the dates or  location  of  his
participation in Operation  NORTHERN  WATCH.   Without  copies  of  official
documentation, DPPPR is unable to verify his eligibility for the AFEM.   The
HQ AFPC/DPPPR evaluation, with attachment, is at Exhibit C.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:

A copy of the Air Force evaluation was forwarded to  applicant  on  11  July
2003 for review and response.   As  of  this  date,  no  response  has  been
received by this office (Exhibit D).

THE BOARD CONCLUDES THAT:

1.  The applicant has exhausted all remedies provided  by  existing  law  or
regulations.

2.  The application was timely filed.

3.  Insufficient relevant evidence has been  presented  to  demonstrate  the
existence of error  or  injustice.   Other  than  his  own  assertions,  the
applicant has not provided any official documentation  to  substantiate  his
participation in Operation NORTHERN WATCH.  We note that the  applicant  was
asked to provide additional information that would indicate  his  deployment
to the Persian Gulf,  but  he  has  failed  to  do  so.   Absent  sufficient
documentation to support his eligibility  for  award  of  the  Armed  Forces
Expeditionary Medal, we find no  basis  to  recommend  granting  the  relief
sought in this application.

THE BOARD DETERMINES THAT:

The applicant be notified that the evidence presented  did  not  demonstrate
the existence of material error  or  injustice;  that  the  application  was
denied without a personal appearance; and that the application will only  be
reconsidered upon the submission of newly discovered relevant  evidence  not
considered with this application.
