STATEMENT OF FACTS:
The applicant enlisted in the Regular Air Force on 21 June 1995, as an
airman basic for a period of four years.
His DD Form 214 reflects he was awarded the Air Force Longevity
Service Award, Air Force Training Ribbon, Air Force Overseas Long Tour
Ribbon, National Defense Service Medal, and the Air Force Outstanding
Unit Award, with 1 device.

On 26 October 2000, the applicant was discharged for failure in the
weight control management program with an honorable discharge. He
served a total of five years, four months and six days of active
service.

AIR FORCE EVALUATION:
HQ AFPC/DPPPR states that on 9 June 2003, they informed the applicant
that his records did not indicate he was awarded the AFGCM and that
his performance reports did not show he was rated as exemplary in
character or behavior, and he was discharged for failure to maintain
his weight in accordance with Air Force standards. He was asked to
withdraw his application. The applicant did not respond.
The applicant has two referral reports that reflect he was not in
compliance with Air Force standards regarding his conduct on/off duty,
and his supervision was not of the highest standards. The applicant
was not recommended for the AFGCM by his commander, as shown on the
Report of Individual Personnel (RIP) dated 17 October 2000, which
was provided to the applicant. The applicant was not eligible for the
AFGCM because he did not exhibit three years of exemplary behavior and
character. To award the applicant this medal would be unfair to other
service members who earned the medal by exhibiting character and
behavior that was above average.
Based on the evidence presented, they recommend denial.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on
25 July 2003, for review and response. As of this date, no response
has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate
the existence of error or injustice. We took notice of the
applicant's complete submission in judging the merits of the case;
however, we agree with the opinion and recommendation of the Air Force
and adopt their rationale as the basis for our decision that the
applicant has failed to sustain his burden that he has suffered either
an error or an injustice. The applicant has not provided any
persuasive evidence in support of his request establishing his
entitlement to the AFGCM. The applicant did not exhibit the three
years of exemplary behavior and character required to be eligible for
the AFGCM; nor was he recommended for the AFGCM by his commander.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

THE BOARD DETERMINES THAT:
The applicant be notified that the evidence presented did not
demonstrate the existence of material error or injustice; that the
application was denied without a personal appearance; and that the
application will only be reconsidered upon the submission of newly
discovered relevant evidence not considered with this application.

_________________________________________________________________ AIR FORCE EVALUATION: HQ AFPC/DPAO advises that, since the applicant was selected by his commission source for a pilot slot during FY03 and was subsequently medically disqualified, his pilot slot was awarded to another individual from the list of AFROTC eligibles. On 26 Dec 02, the commander notified the applicant of his intent to recommend entry-level separation for erroneous enlistment based on the discovery of the pilonidal cyst.
