APPLICANT REQUESTS THAT:
Two (2) Inactive Duty Training (IDT) points for duty he performed on 29
September 1999 be credited to his Retirement/Retention (R/R) Year 29
September 1999 to 28 September 2000.

APPLICANT CONTENDS THAT:
He has always been under the assumption that he must complete his Reserve
duty requirements by his R/R date, which is 29 September. In 1999, he
performed Inactive Duty Training (IDT) on 27 -29 September 1999. He
received pay for all three days and was credited with retirement points for
the 27 – 28 September 1999 IDTs for R/R ending 28 September 1999. However,
the retirement points for the IDT performed on 29 September 1999 were
credited to his 2000 R/R year giving him a bad year for R/R 1999. He
contacted the Air Reserve Personnel Center regarding this issue and was
advised that his R/R date is a starting date and not an ending date.
In support of his application, he provided a personal statement and
documents associated with his Reserve participation and point credit
history. His complete submission is at Exhibit A.

STATEMENT OF FACTS:
On 29 September 1986, the applicant enlisted in the Air Force Reserve in
the grade of staff sergeant (E-5). He was credited with 5 years and 11
months of prior Regular Air Force active duty service and 2 months and 9
days of prior inactive Reserve service. Since this enlistment, he has
continued to participate and has been progressively promoted to the grade
of master sergeant (E-7). As of the Reserve Year Ending (RYE) 28 September
2000, he was credited with 18 years and 11 months of satisfactory Federal
service.
For RYE 28 September 1999, the applicant was credited with 12 active duty,
22 inactive duty and 15 membership points, for a total of 49 points and an
unsatisfactory year of Federal service.

AIR FORCE EVALUATION:
The Director of Personnel Program Management, ARPC/DPP, reviewed this
application and recommends denial. The applicant enlisted in the Air Force
Reserve on 29 September 1986. The R/R date is established as the date the
member entered on active Reserve status. With the exception of Retirement
Year Ending (RYE) 28 September 1999, the ANG/USAFR Point Credit Summary
reflects that the applicant has consistently performed 12 IDT days for 24
IDT points every R/R year for 12 years. As a Reservist with 12 years
service, DPP believes he has had sufficient opportunity to familiarize
himself with the Point Credit Summary (see Exhibit C).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
A copy of the Air Force evaluation was forwarded to the applicant on 30
March 2001 for review and response within 30 days. As of this date, this
office has received no response.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Insufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. After a thorough review of the
evidence presented, we are not persuaded that the favorable consideration
of the applicant’s request would be appropriate. The applicant’s
performance history indicates that for 12 consecutive years, he
consistently performed the required IDT points every R/R year. As a member
of the Air Force Reserve since 1986 who received Point Credit Summaries
following his successful completion of every R/R year, we believe he should
have been familiar with the guidelines required to complete a satisfactory
year of Federal service. In this regard, we are in complete agreement with
the opinion and recommendation of the Air Force office of primary
responsibility and adopt their rationale as the basis for our conclusion
that the applicant has not been the victim of an error or injustice.
Therefore, in the absence of evidence to the contrary, we find no
compelling basis to recommend granting the relief sought in this
application.

was denied and that the application will only be reconsidered upon the
