STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Chief Medical Consultant, AFBCMR, reviewed the application and
states that in order to correct an injustice of improperly labeling
the applicant’s disorder, the applicant’s request for change of reason
for discharge be granted. Item 28 of the DD Form 214 should be
changed to read: Secretarial Authority, the corresponding SPD being
JFF, in accordance with AFI 36-3208, paragraph 1.2. Additionally, the
reenlistment code “2C” should remain unchanged as it reflects her
involuntary honorable discharge.
A complete copy of the evaluation is attached at Exhibit C.
The Military Personnel Management Specialist, AFPC/DPPRS, reviewed the
application and states that they concur with the AFBCMR Medical
Consultant’s recommendation that her narrative reason for separation
should be changed to “Secretarial Authority” with a Separation Program
Designation of “JFF.” The applicant served 2 years and 5 months total
active service.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 16 February 2001, a copy of the Air Force evaluation was forwarded
to the applicant for review and response within 30 days. As of this
date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice to warrant changing the
narrative reason for the applicant’s separation. In this respect, we
note the current AFI regulating separations for mental health problems
does not allow coding for other than “Personality Disorder,” an
entirely different DSM-IV code sequence from that with which the
applicant was diagnosed. As such, we believe it is not proper to
apply an erroneous label to an individual because of a recognized
administrative shortfall. In order to correct the injustice of
improperly labeling the applicant’s disorer, the Medical Consultant
recommends that her reason for discharge should be changed to
“Secretarial Authority” and the Separation Program Designator (SPD)
code changed to “JFF.” We agree. Therefore, we recommend her records
be corrected to the extent indicated below. Applicant’s request to
have the reason for separation changed to “Completion of Required
Service” was considered; however, since applicant did not complete her
enlistment agreement, favorable action on her request is not
recommended.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 13 October 2000,
she was honorably discharged under the provisions of AFI 36-3208,
Secretarial Authority and issued a Separation Program Designator of
“JFF.”

Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to, be corrected to show that on 13 October 2000, she
was discharged under the provisions of AFI 36-3208, Secretarial
Authority and issued a Separation Program Designator of “JFF.”
