Her reason for separation, personality disorder, be removed from her
record and her records reflect her mother as the next of kin.

APPLICANT CONTENDS THAT:
The reasons the applicant believes the records to be in error or unjust
and the evidence submitted in support of the appeal are at Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant’s military records, are contained in the letters prepared by
the appropriate offices of the Air Force. Accordingly, there is no need
to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The BCMR Medical Consultant is of the opinion that, in order to correct
an injustice of improperly labeling the applicant’s disorder, her request
for change of reason for discharge should be granted. Item 28 of the DD
Form 214 should be changed to read: Secretarial Authority, the
corresponding Separation Program Designator (SPD) being JFF, in
accordance with AFI 36-3208, paragraph 1.2. Her reentry code should
remain unchanged (see Exhibit C).
HQ AFPC/DPPRS concurred with the AFBCMR Medical Consultant advisory.
However, since the Report of Separation reflects information furnished by
the member at the time of her separation, DPPRS recoommended denial the
applicant’s request to change the next of kin information in item 19 of
her DD Form 214 (Exhibit D).

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Copies of the Air Force evaluations were forwarded to the applicant for
review and response. As of this date, this office has received no
response (see Exhibit E).

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing law or
regulations.
2. The application was timely filed.
3. Sufficient relevant evidence has been presented to demonstrate the
existence of probable error or injustice. We agree with the opinion of
the BCMR Medical Consultant that the reason for the applicant’s
separation is unjust and should be changed. Therefore, her records
should be corrected as recommended. As to the applicant’s request for a
change to her next of kin on her separation document, other than her own
assertions, she has provided no evidence indicating the information was
erroneously recorded at the time she entered the Air Force. In the
absence of such evidence, we are not inclined to favorably consider this
portion of her application.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force relating
to APPLICANT be corrected to show that on 14 June 1999, she was honorably
discharged under the provisions of AFI 36-3208, paragraph 1.2 (Secretarial
Authority) with a separation code of JFF.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air Force
Board for Correction of Military Records and under the authority of Section
1552, Title 10, United States Code (70A Stat 116), it is directed that:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 14 June 1999, she was
honorably discharged under the provisions of AFI 36-3208, paragraph 1.2
(Secretarial Authority) with a separation code of JFF.
