Her DD Form 214, Certificate of Release or Discharge from Active
Duty, Block 24, Character of Service, be corrected.
APPLICANT CONTENDS' THAT:
The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal is at
Exhibit A.
STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from
the applicant's military records, are contained in the letter
prepared by the appropriate office of the Air Force.
Accordingly, there is no need to recite these facts in this
Record of Proceedings.
AIR FORCE EVALUATION:
The Chief Medical Consultant, AFBCMR, reviewed the application
and states that the stated narrative reason for the applicant's
separation on DD Form 214 is IIPersonality Disorder,ll an incorrect
application of that diagnosis under- AFI 36-3208, paragraph 5.11.1
which was the basis for her discharge (IIConditions that Interfere
with Military Service, Mental Disordersii...Post-Traumatic Stress
Disorder, Acute, with Delayed Onset) as no other codeable
diagnosis is available in the current list of Separation Program
Designators (SPDs). Since she was not diagnosed as having such a
personality disorder, it is unfair to have this erroneous label
applied.
However, the uncharacterized type of service she
received in being separated within 6 months of entry is proper.
The BCMR Medical Consultant is of the opinion that the

applicant's request for a change in characterization of her
service not be granted, but that the narrative reason for
discharge on her DD Form 214 be changed to ''Secretarial
Authority, 'I with a SPD code of "JFF. I'
A complete copy of the Air Force evaluation is attached at
Exhibit C.
The Separations Branch, Directorate of Personnel Program
Management, AFPC/DPPRS, reviewed the application and states that
they concur with the AFBCMR Medical Consultant's recommendation
that applicant's narrative reason for separation should be
changed to "Secretarial Authority" with a SPD of 'lJFF1' and her
reentry code be changed to a3K.11 Applicant's characterization of
service should remain the same since she did not complete 1 8 0
days continuous active service.

Exhibit D .
APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
Complete copies of the Air Force evaluations were forwarded to
the applicant on 22 June 1998, for review and response. As of
this date, no response has been received by this office.
THE BOARD CONCLUDES THAT:
The applicant has exhausted all remedies provided by existing

law or regulations.
2 . The application was timely filed.
3. Sufficient relevant evidence has been presented to
demonstrate the existence of probable error or injustice. The
Board notes that the BCMR Medical Consultant and the Air Force
recommends changing the narrative reason for separation on the DD
Form 214 to ''Secretarial Authority,Il the SPD code to "JFF,ll and

recommend the applicant's records be corrected to the extent
indicated below. In regards to the applicant's request f o r a
change in the characterization of her service, the Board notes
that applicant served 3 months and 28 days of total active
military service.
We also note that airmen are given an
uncharacterized service characterization when separation action
is initiated against them in the first 180 days of continuous

active service. Therefore, we do not recommend changing the
characterization of her service. In view of the foregoing, the
Board recommends applicant's records be corrected to the extent
indicated below.
THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 19 February
1998, she was discharged under the provisions of AFI 36-3208,
Secretarial Authority, and issued a reenlistment eligibility code
of "3K" and a Separation Program Designator of "JFF."
