The reasons the applicant believes the records to be in error or
unjust and the evidence submitted in support of the appeal is at
Exhibit A.

STATEMENT OF FACTS:
The relevant facts pertaining to this application, extracted from the
applicant's military records, are contained in the letter prepared by
the appropriate office of the Air Force. Accordingly, there is no
need to recite these facts in this Record of Proceedings.

AIR FORCE EVALUATION:
The Chief, Medical Consultant, AFBCMR, reviewed the application and
states that in order to correct an injustice of improperly labeling
the applicant’s disorder, the applicant’s request for upgrade of
discharge should be granted. Item 28 of the DD Form 214 should be
changed to read: Secretarial Authority, the corresponding SPD being
(Item 26) being JFF, IAW 36-3208, paragraph 1.2. The RE code (Item
27) should be changed to “3K” to allow the applicant to seek
commissioning with waiver assuming he otherwise meets physical and
mental standards for appointment.
A complete copy of the Air Force evaluation is attached at Exhibit C.
The Military Personnel Management Specialist, AFPC/DPPRS, reviewed the
application and states that they concur with the AFBCMR Medical
Consultant’s recommendation that his narrative reason for separation
be changed to “Secretary Authority” with a Separation Program
Designation of “JFF.” The applicant served 6 months and 1 day active
service.
A complete copy of the Air Force evaluation is attached at Exhibit D.
The Special Programs and AFBCMR Manager reviewed the application and
states that the Reenlistment Eligibility (RE) Code 2C, Involuntarily
separated with an honorable discharge, or entry level separation
without characterization of service,” is correct and remains
appropriate for the recommendation presented by HQ AFPC/DPPRS.

APPLICANT'S REVIEW OF AIR FORCE EVALUATION:
On 1 September 2000, copies of the Air Force evaluations were
forwarded to the applicant for review and response within 30 days. As
of this date, no response has been received by this office.

THE BOARD CONCLUDES THAT:
1. The applicant has exhausted all remedies provided by existing
law or regulations.
2. The application was not timely filed; however, it is in the
interest of justice to excuse the failure to timely file.
3. Sufficient relevant evidence has been presented to demonstrate
the existence of probable error or injustice. After reviewing the
evidence of record, we are persuaded that the applicant has been the
victim of an injustice. The detailed comments provided by the Medical
Consultant are noted and we are in agreement with his recommendation.
Therefore, in the intent of equity and justice, we recommend the
applicant’s records be corrected to the extent indicated below.

THE BOARD RECOMMENDS THAT:
The pertinent military records of the Department of the Air Force
relating to APPLICANT, be corrected to show that on 16 December
1994, he was honorably under the provisions of AFI 36-3208,
Secretarial Authority, issued a reenlistment eligibility code of “3K”
a Separation Program Designator of “JFF” discharged and furnished an
Honorable Discharge certificate.

MEMORANDUM FOR THE CHIEF OF STAFF
Having received and considered the recommendation of the Air
Force Board for Correction of Military Records and under the authority
of Section 1552, Title 10, United States Code (70A Stat 116), it is
directed that:
The pertinent military records of the Department of the Air
Force relating to , be corrected to show that on 16 December 1994, he
was honorably discharged under the provisions of AFI 36-3208,
Secretarial Authority, and issued a reenlistment eligibility code of
“3K,” a Separation Program Designator of “JFF” and furnished an
Honorable Discharge certificate.
