MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR 

SUBJECT : 

Having carefully reviewed this application, we agree with 

the recommendation of the Air Force and adopt the rationale 
expressed as the basis for our decision that the applicant has 
been the victim of either an error or an injustice.  Therefore, 
under the authority delegated in AFI 36-2603, the applicant's 
records will be corrected as set forth in the accompanying 
Memorandum for the Chief of Staff signed by the Executive 
Director of the Board or his designee.

SUBJEC 

1.  The requested correction cannot be accomplished administratively at this headquarters. 

2.  The applicant is requesting 10 non-paid inactive duty training (IDT) points for retention/ 
retirement (R/R) year 20 August 1997 to 19 August 1998, and a year of satisfactory Federal 
service (Atch 1). 

3.  The following is an analysis of the circumstances surrounding this case: 

a.  Records at this Headquarters show the applicant has been assigned as an Individual 

Mobilization Augmentee (IMA) in the Air Force Reserve since 1 October 1996.  Since this time 
the applicant has had three IMA program managers and two supervisors. 

b.  The applicant did not earn the required amount of points for a satisfactory year of service 

due to the lack of knowledge between R/R year and fiscal year requirements. 

c.  The applicant had been an active participant until assignment as an IMA.  Attached is 
a computer printout showing a year-by-year breakdown of the applicant’s past point history 

4.  Recommend this application be approved.  We believe the applicant did not hlly understand 
the differences between R/R and fiscal year requirements.  An article was published in the M A  
update explaining the R/R and fiscal year requirements; however, this article was not published 
until August 1998. 

5.  If this application is approved, for retirement year ending 19 August 1998, applicant’s record 
would show 13 active duty points, 22 IDT points, 0 Extension Course Institute points, 15 
membership points, 50 total and retirement points and a year of satisfactory Federal service.
