MEMORANDUM FOR THE CHIEF OF STAFF
Under the authority of Section 1552, Title 10, United States Code and AFI 36-2603, and
having assured compliance with the provisions of the above regulation, the decision of the Air
Force Board for Correction of Military Records is announced, and it is directed that:

be corrected to show that:
a. He was credited with an additional four (4) paid active duty (AD) points and an
additional four (4) paid inactive duty (IDT) points during the retiremendretention year
27 February 1996 through 26 February 1997, resulting in 84 total points; and, that the period
27 February 1996 through 26 February 1997 is a year of satisfactory Federal service for
retirement.
b. He was credited with 31 paid AD points and 29 paid IDT points during the
retirementhetention year 27 February 1997 through 26 February 1998, resulting in 75 total
points, and, that the period 27 February 1997 through 26 February 1998 is a year of satisfactory
Federal service for retirement.
c. He was credited with an additional eight (8) paid IDT points for the period
26 February 1998 through 26 January 1999.

MEMORANDUM OF CONSIDERATION OF APPLICATION BEFORE THE AFBCMR
SUBJECT:
Having carefully reviewed this application, we agree with the recommendation of the Air
Force and adopt the rationale expressed as the basis for our decision that the applicant has been
the victim of either an error or an injustice. Therefore, under the authority delegated in AFI 36-
2603, the applicant's records will be corrected as set forth in the accompanying Memorandum for
the Chief of Staff signed by the Executive Director or his designee.

SUBJEC
1. The requested correction cannot be accomplished admimstratively at h s headquarters.
t is requesting pay and points for the period 12 January 1997 through 3 May
3. The following is an analysis of the circumstances surrounding this case:
a. The applicant scheduled hrs training so all requirements would be met using 27 February
as his retentiodretirement (R/R) date.
b. The applicant states hrs unit commander denied his participation beginning on 12 January
1997, based on a pending discharge for failure to progress in training.
c. The applicant’s commander withdrew the discharge action on 3 May 1998, based on the
Air Force Reserve Command’s recommendation advising that the applicant had not been
afforded due process to progress in training.
4. Recommend t h s application be approved based on the applicant being denied the opportunity
to participate by his unit commander.
5. If this application is approved, the following corrective actions would be necessary:
a. For retirement year ending (RYE) 26 February 1997, award an additional 4 paid Active
Duty (AD) points and an additional 4 paid Inactive Duty Training (IDT) points. The applicant’s
record would then show 18 AD points, 5 1 IDT points, 0 Extension Course Institute (ECI) points
and 15 membership points, resulting in 84 total and retirement points and a year of satisfactory
Federal service.

b. For RYE 26 February 1998, award 3 1 paid AD points and 29 paid IDT points. The
applicant's record would then show 3 1 AD points, 29 IDT points, 0 ECI points and 15
membership points, resulting in 75 total and retirement points and a year of satisfactory Federal
service.
c. For the applicant's fbture RYE 26 February 1999, award an additional 8 paid IDT points.
The applicant's current R/R year calendar would then show 19 AD points and 32 IDT points.
6. If this application is disapproved, no further action is necessary.
