1. Pursuant to tlie provisions of reference (a), Si~l!ject hereinafter referred to as Petitioner,
filed enclosure (1) with this Board requesting, in effect, that tlie applicable naval record be
corrected to show enlist~nent in a higher paygrade.
2. Tlie Board, consisting of Messrs. Mcl'artlin, Milner, and Ms. Hare, reviewed
Petitioner's allegations of error slid i1i.j ilstice 011 18 JUIIC: 2002 antl, pursuant to its regulations,
determined that tlie corrective action indicated below slioultl be taken on tlie available
evidence of record. Documentary material considel-etl by the Board consistecl of [lie

3. Tlie Board, having reviewed all the facts of record pertaining to Petitioner's allegatio~is
of error and injustice, finds as follows:
a. Before applying to this Board, Petitioner exliaustetl all ad~iiinistrative re~iiedies
available untler existing law antl regulations within tlie Department of tlie Navy.
b.
I n correspondence attached as enclosure (2), the office having cognizance over tlie
subject matter addressed in Petitioner's application has com~iientetl to tlie effect that tlie
request has merit and warrants favorable action.
CONCLUSION
Upon review and consideration of all tlie evidence of record, and especially in light of tlie
contents of enclosure (2), the Board tincls tlie existence of an ili.justice warranting tlie
following corrective action.

RECOMMENDATION:
That Petitioner's naval record be corrected, where appropriate, to show that the enlistment of
7 November 2001 is in paygrade E2 and further corrected to show advancelllent to paygrade
E3 effective 17 January 2002.

4. Pursuant to Section 6(c) of the revised Procedures of the Board for Correction of Naval
