I. Pursuant to the provisions of reference (a), Sid!ject hereinafter referred to as Petitioner,
tiled enclosure ( 1 ) with this Board requesting, in effect, that tlie applicable naval record be
corrected to show that he elected to participate in the M G l D Program when first eligible.
2. The Board, consisting of Messrs. Mcf'artlin, Milner, antl Ms. Hare, reviewed
Petitioner's allegations of error and inji~sticct on 18 Junc 2002 antl, pi~rsuant to its regulations,
determined that the corrective action indicated below slio~~ltl he take11 on the available
evidence of record. Docunlentary ~naterial consitlerecl by the Board consisted of the
enclosures, naval records, and applicable statutes, regulations and policies.
3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations
of error and ilijustice, tinds as follows:
a. Before applying to this Board, Petitioner exhailstetl all administrative remedies
available under existing law and regulations within the Department of tlie Navy.
CONCLUSION
Upon review and consideration of all the evidence of record, and especially in light of the
contents of enclosure (2), the Board finds the existence of an illjustice warran ti rig the
following corrective action.

RECOMMENDATION:
That Petitioner's naval record be corrected, where apl~ropriate, to show that he reenlisted on
30 June 1985 vice on 5 November 1985 to satisfy the requirement for conversion from tlie
Vietnam Era GI Bill (VEGIB) to the M G I B Program on I Jan~lary 1990 and further
corrected to show that he was convertetl to the MGIB I'rograill on 1 January 1990.

4. Pursuant to Section 6(c) of the revised Procedures of the Board for Correction of Naval
