THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of a duplicate course completion certificate filed in her Army Military Human Resource Record (AMHRR) on the Interactive Personnel Electronic Records Management System (iPERMS).

2.  The applicant states:

	a.  Duplicate course completion documents are filed in iPERMS.  She completed the Master Resilience Training Course on 16 August 2013.  Another certificate shows she completed the course on 15 August 2013.  

	b.  She tried to resolve the problem through the U.S. Army Human Resources Command (HRC) but was informed that since the two certificates have different completion dates she had to go through the Army Board for Correction of Military Records (ABCMR) to correct the error. 

	c.  The course ended on 16 August 2013.  She requests removal of the certificate showing the course ended on 15 August 2013 from her AMHRR.

3.  The applicant provides the two certificates of training and an Army Training Requirements and Resources System (ATRRS) printout showing the course started on 5 August 2013 and ended on 16 August 2013.


CONSIDERATION OF EVIDENCE:

1.  The applicant's records in iPERMS contain and she provides two certificates issued by the U.S. Army and the University of Pennsylvania certifying she completed 80 hours of training and graduated from the Master Resilience Trainer Course. 

2.  One of the certificates shows the course ended on 15 August 2013 and the other shows the course ended on 16 August 2013.

3.  Army Regulation 600-8-104 (Army Military Human Resources (AMHRR) Management) prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the AMHRR.  The AMHRR Management Program is an essential military personnel information management program responsible for the archiving and storage of data, information, and documents authorized for filing in the AMHRR.  Personnel information and documents that comprise the AMHRR are processed into iPERMS for storage and future use.

DISCUSSION AND CONCLUSIONS:

1.  The purpose of maintaining the AMHRR is to protect the interests of both the U.S. Army and the Soldier.  In this regard, the AMHRR serves to maintain an unbroken, historical record of a Soldier's service, conduct, duty performance, and evaluation periods and any corrections to other parts of the AMHRR.  

2.  The evidence of record shows the applicant was issued two certificates for the same training course, ending on different dates.  The applicant provided an ATRRS printout showing the course ended on 16 August 2013.  

3.  The existence of these two certificates is a detractor that stands out as soon as her records are reviewed and may give the appearance that she is neglecting to review her official records.  

4.  Although she provided no documentary evidence that HRC had declined to correct the problem and referred the applicant to this Board, returning the application to her solely for that purpose is simply compounding the issue of unnecessary paperwork.

5.  The duplicate certificate should be removed from her AMHRR in iPERMS.  Further, extra measures should be taken to ensure the two certificates she provides with her application are not filed in iPERMS.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing from her AMHRR in iPERMS the certificate showing she completed the Master Resilience Trainer Course on 15 August 2013.
