	The Board considered the following evidence:

	Exhibit A - Application for correction of military records.

	Exhibit B - Military Personnel Records (including advisory opinion, if any).


THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests removal of a duplicate Army Commendation Medal from his Official Military Personnel File (OMPF).

2.  The applicant states that he was awarded two Army Commendation Medals for the same period of service and would like one removed before the next promotion board convenes.

3.  The applicant provides copies of his two award certificates for the Army Commendation Medal.

CONSIDERATION OF EVIDENCE:

1.  At the time of his application, the applicant was serving on active duty as a staff sergeant, pay grade E-6.

2.  Records show that the applicant was assigned for duty as a cable systems installer/maintainer with the 275th Signal Company, 41st Signal Battalion, 1st Signal Brigade, during the period that commenced prior to 1 September 2001 and continued through January 2004.

3.  Permanent Orders 310-012, 1st Signal Brigade, dated 6 November 2002, awarded the applicant the Army Commendation Medal for meritorious service as a wire systems installer during the period from 19 January 2001 to 18 January 2003.

4.  Permanent Orders 351-003, 1st Signal Brigade, dated 17 December 2003, awarded the applicant the Army Commendation Medal for meritorious service as a wire systems installer during the period from 19 January 2001 to 18 January 2004.

5.  Army Regulation 600-8-22 (Military Awards) provides, in pertinent part, that only one decoration will be awarded to an individual or unit for the same act, achievement, or period of meritorious service.

6.  Army Regulation 600-8-104 (Military Personnel Information Management/Records) provides, in pertinent part, that once a document is placed in the official military personnel file, it becomes a permanent part of that file.  The document will not be removed from the fiche or moved to another part of the fiche unless directed by The Army Board for Correction of Military Records. 

DISCUSSION AND CONCLUSIONS:

1.  The applicant's records show that the 1st signal Brigade published two orders awarding the applicant the Army Commendation Medal for meritorious service during the same period of service.  

2.  The Army has an interest in maintaining the accuracy of its records.  It is also important that these records be as concise as possible to help preclude misinterpretation by individuals or boards during their review of these records.  Therefore, it is prudent to remove the duplicated award orders and certificate.

3.  Therefore, Permanent Orders 310-012, dated 6 November 2002, should be removed from the applicant's OMPF, along with its corresponding award certificate.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by removing Permanent Orders 310-012, 1st Signal Brigade, dated 6 November 2002, along with its corresponding award certificate.
