The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests that his records be corrected by removing
duplicate orders authorizing award of the third and fourth Good Conduct
Medals and the revocation orders for these duplicate orders.
2. The applicant provides no argument or contentions beyond his request.
3. The applicant provides copies of three sets of orders for the Good
Conduct Medal and three sets of orders revoking those orders.
CONSIDERATION OF EVIDENCE:
1. The applicant's record shows that the applicant, currently an active
duty staff sergeant (SSG) (E-6) entered active duty on 21 October 1988.
2. He was awarded his first and second the Good Conduct Medal for the
periods 21 October 1988 through 20 October 1991 and 21 October 1991 through
20 October 1994 respectively.
3. On 16 October 1997, 18th Personnel Service Battalion Permanent Orders
Number 000197-003 authorized award of a third Good Conduct Medal, for the
period 21 October 1994 through 20 October 1997.
4. On 7 September 1999, B Detachment, 556th Personnel Support Battalion
Permanent Orders Number 250-311 also authorized a third award of the Good
Conduct Medal for the period 21 October 1994 through 20 October 1997.
5. A Company, 1st Battalion, 61st Infantry Regiment Permanent Orders
Number 312-4, dated 8 November 2001, authorized award of a fourth Good
Conduct Medal for the period 21 October 1997 through 20 October 2000.
6. A Company, 1st Battalion, 61st Infantry Regiment Permanent Orders
Number 71-02, dated 12 March 2002, authorized award of a third Good Conduct
Meal for the period 21 October 1994 through 20 October 1997.
7. Also on 12 March 2002, A Company, 1st Battalion, 61st Infantry Regiment
Permanent Orders Number 71-02 authorized award of a fourth Good Conduct
Medal for the period 21 October 1997 through 20 October 2000.
8. On 16 December 2002, E Company, 1st Battalion, 61st Infantry Regiment
issued three sets of orders, Permanent Orders Numbers 350-01, 350-02, and
350-03, revoking the three duplicate sets of orders for award of the third
and fourth Good Conduct Medals.
9. Headquarters, U. S. Army Forces Central Command – Saudi Arabia
Permanent Orders Number 329-05, dated 25 November 2003, authorized award of
a fifth Good Conduct Medal for the period 21 October 2000 through
20 October 2003.
DISCUSSION AND CONCLUSIONS:
1. The error created by duplicate orders was properly resolved by the
issuance of the revocation orders and as such no error currently exists in
the applicant's file.
2. For historical purposes, the Army has an interest in maintaining the
accuracy of its records. The information contained therein should reflect
the conditions and circumstances that existed at the time the records were
created. Therefore, the duplicate award orders and their revocation orders
should be retained in the applicant's military records.
3. However, the retention of the duplicate orders for the awards and the
orders revoking those orders in his permanent file might create an illusion
that something improper occurred or result in confusion as to correct
periods and dates of award of the Good Conduct Medals.
4. Therefore, it would be appropriate to remove all of these orders from
his permanent (P) fiche and place them, along with this decisional
document, on a restricted (R) fiche to avoid further confusion.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by removing B Detachment, 556th Personnel Support
Battalion Permanent Orders Number 250-311; A Company, 1st Battalion, 61st
Infantry Regiment Permanent Orders Numbers 71-01 and 71-02; and B Company,
1st Battalion, 61st Infantry Regiment Permanent Orders Numbers 350-01, 350-
02, and 350-03 from his permanent (P) fiche and placing them, along with
this decisional document, in his restricted (R) fiche.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
purging his records of the above referenced orders.
