      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that item 11 (primary specialty) on his May 2003
separation document be corrected to show that he held specialty 63S (heavy
wheeled vehicle mechanic).

2.  The applicant also requested that the characterization of his 2003
discharge be upgrade from “uncharacterized” to “honorable.”  In September
2004 the Army Discharge Review upgraded the characterization of the
applicant’s 2003 discharge and as such, this Board need not address that
issue.

3.  The applicant states that item 11 should reflect his military specialty
as it is reflected in Section II, number 17 (civilian education and
military education) on his Department of the Army Form 2-1 (Personnel
Qualification Record).  He notes that he did not receive any UCMJ (Uniform
Code of Military Justice) action and that his performance was always
“whatever it takes.”

4.  The applicant provides a copy of his 2003 separation document and a
copy of his Department of the Army Form 2-1.

CONSIDERATION OF EVIDENCE:

1.  Records available to the Board indicate that the applicant served an
initial period of active duty between August 1986 and August 1988.  He was
discharged by reason of physical disability, which existed prior to his
entry on active duty.  During his initial term of service he did perform
duties in specialty 63B (light wheeled vehicle mechanic) for 20 months.

2.  On 21 October 2002 the applicant returned to active duty after
enlisting in the Regular Army.  Item 17 on his Department of the Army Form
2-1 indicates that he completed 11 weeks of training in specialty 63S in
“03.”

3.  Item 35 (record of assignments) on that same form notes that the
applicant was assigned to the 187th Ordnance Battalion at Fort Jackson,
South Carolina, on 21 January 2003 for advanced individual training.

4.  However, by 21 April 2003, when the applicant signed a letter
requesting release from active duty because of a financial hardship, the
applicant was assigned to the “FTC” (Fitness Training Company) at Fort
Jackson.  Included in his application for discharge was a notation from his
unit commander that he (the applicant) “has maintained a ‘warrior’ attitude
while assigned to PRTP [Physical Training Rehabilitation Program-a program
designed to assist Soldiers injured during initial entry training who still
desired to finish their training].”

5.  The applicant was discharged on 9 May 2003.  Item 11 on his separation
document reflects “NONE.”

6.  Army Regulation 635-5 establishes the policies and provisions for the
preparation of separation document.  It states that the Department of
Defense Form 214 (Certificate of Release or Discharge from Active Duty) is
a summary of a Soldier’s most recent period of continuous active duty and
provides a brief, clearcut record of active duty service at the time of
release from active duty, retirement, or discharge.

7.  That regulation states that item 11 will reflect the title of
specialties in which the Soldier has served for at least 1 year during the
period of service covered by the separation document.  It notes that basic
and advanced individual training periods are not included in the
computation.

DISCUSSION AND CONCLUSIONS:

1.  While it is possible that the applicant did complete advanced
individual training prior to being assigned to the Fitness Training Company
the evidence shows that he did not serve at least 1 year in specialty 63S
and as such, the entry in item 11 on his 2003 separation report would be
correct.

2.  In order to justify correction of a military record the applicant must
show, or it must otherwise satisfactorily appear, that the record is in
error or unjust.  The applicant has failed to submit evidence that would
satisfy that requirement.

BOARD DETERMINATION/RECOMMENDATION:

The evidence presented does not demonstrate the existence of a probable
error or injustice.  Therefore, the Board determined that the overall
merits of this case are insufficient as a basis for correction of the
records of the individual concerned.
