The Board considered the following evidence:
Exhibit A - Application for correction of military records.
Exhibit B - Military Personnel Records (including advisory opinion,
if any).
THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests, in effect, correction of his DD Form 214
(Certificate of Release or Discharge from Active Duty) for the period
ending 23 April 2005 to show his prior military occupational specialty
(MOS) of 63S20P-H8 (Heavy Wheeled Vehicle Mechanic) in item 11 (Primary
Specialty); correction of item 12f (Foreign Service) to show his foreign
service; and correction of item 14 (Military Education) to show his
military education.
2. The applicant states, in effect, that his previous DD Form 214 had his
military education and item 11 on his DD Form 214 does not reflect his MOS.
3. The applicant provides two DD Forms 214; his diploma from United States
Army Training Center; his Certificate of Training from the Wheel Vehicle
Mechanic School; his diploma from the United States Army Noncommissioned
Officers Academy; his diploma from the United States Army Infantry School;
and his certificate of completion from the United States Army John F.
Kennedy Special Warfare Center and School.
CONSIDERATION OF EVIDENCE:
1. The applicant has served in Operation Iraqi Freedom.
2. The applicant’s military records are not available to the Board.
However, there were sufficient documents provided by the applicant for the
Board to conduct a fair and impartial review of this case.
3. The applicant enlisted in the Regular Army on 30 December 1992.
4. His diploma from the United States Army Training Center at Fort
Jackson, South Carolina shows he completed the Heavy Wheel Vehicle
Mechanics Course on 27 May 1993.
5. His Certificate of Training from the Wheel Vehicle Mechanic School at
Fort Jackson, South Carolina shows he completed the Recovery Operator H8
Course on 18 June 1993.
6. His diploma from the United States Army Noncommissioned Officers
Academy shows he completed the Primary Leadership Development Course at
Fort Knox, Kentucky on 16 March 1995.
7. His diploma from the United States Army Infantry School at Fort
Benning, Georgia shows he completed the Airborne Course on 8 May 1998.
8. His certificate from the United States Army John F. Kennedy Special
Warfare Center and School at Fort Bragg, North Carolina shows he completed
the Individual Terrorism Awareness Course from 28 August 2000 to 1
September 2000.
9. The applicant was discharged on 10 March 2001 at the completion of his
required active service.
10. Item 11 on his DD Form 214 for the period ending 10 March 2001 shows
the entry "63S2P H8 HVY WHEELED VEH MECH – 7 YRS – 9 MOS//NOTHING FOLLOWS."
11. Item 12f on his DD Form 214 for the period ending 10 March 2001 shows
he completed 1 year, 2 months and 5 days of foreign service.
12. Item 14 on his DD Form 214 for the period ending 10 March 2001 shows
the entries "HEAVY WHEELED VEHICLE MECHANIC COURSE, 11 WEEKS,
1993//RECOVERY OPERATOR H8 COURSE, 3 WEEKS, 1993//PRIMARY LEADERSHIP
DEVELOPMENT COURSE, 4 WEEKS, 1995//NOTHING FOLLOWS."
13. The applicant enlisted in the Army National Guard on an unknown date.
He was ordered to active duty on 7 December 2003 in support of Operation
Iraqi Freedom. He served in Kuwait/Iraq from 27 February 2004 to 22 March
2005.
14. The applicant was discharged from active duty on 23 April 2005. His
DD Form 214 for the period ending 23 April 2005 shows the entry" 63B30
LIGHT WVEH MECH – 1 YRS – 5 MOS//NOTHING FOLLOWS" in item 11.
15. Item 12f on his DD Form 214 for the period ending 23 April 2005 does
not show he completed any foreign service.
16. Item 14 on his DD Form 214 for the period ending 23 April 2005 shows
the entry "NONE//NOTHING FOLLOWS."
17. Army Regulation 635-5 (Separation Documents) governs the preparation
of the DD Form 214. It states that the DD Form 214 is a synopsis of the
Soldier's most recent period of continuous active duty. It provides a
brief, clear-cut record of active Army service at the time of release from
active duty, retirement or discharge. In pertinent part, it directs that
the titles of all MOS or area of concentration (AOC) served in for at least
one year will be entered in item 11 (Primary Specialty) and will include
the number of years and months served.
18. Army Regulation 635-5 directs that foreign service performed during
the period covered by the DD Form 214 will be entered in item 12f.
19. Army Regulation 635-5 also states, in pertinent part, that item 14
(Military Education) will list formal in-service training courses of 40
hours or more successfully completed during the period of service covered
by title, length in weeks, and month and year completed. This information
is to assist the Soldier after separation in job placement and counseling;
therefore, training courses for combat skills are not listed.
DISCUSSION AND CONCLUSIONS:
1. The applicant was awarded primary MOS of 63S2P-H8 in 1993. He
continued to serve in primary MOS 63S2P-H8 until the time of his discharge
on 10 March 2001. At that time, he was issued a DD Form 214 which properly
reflects his primary MOS 63S2P-H8 in item 11.
2. Army Regulation 635-5 states that the DD Form 214 is a synopsis of the
most recent period of continuous active duty. The applicant held primary
MOS 63B30 during the period 7 December 2003 through 23 April 2005.
Therefore, his DD Form 214 for the period ending 23 April 2005 properly
reflects his primary MOS as 63B30 in item 11. There is no available
evidence to show he held MOS 63S20P-H8 during this period of service.
3. The applicant served in Kuwait/Iraq from 27 February 2004 through 22
March 2005. Therefore, it would be appropriate to amend his DD Form 214
for the period ending 23 April 2005 to show 11 months and 26 days of
foreign service in item 12f.
4. Based on the governing regulation, item 14 on the DD Form 214 reflects
formal in-service training courses successfully completed during the period
of service covered by the report. The certificates submitted by the
applicant reflect courses he successfully completed prior to his period of
active duty service from 7 December 2003 through 23 April 2005. Therefore,
there is no basis for correcting item 14 on his DD Form 214 for the period
ending 23 April 2005 to show military education.

BOARD DETERMINATION/RECOMMENDATION:
1. The Board determined that the evidence presented was sufficient to
warrant a recommendation for partial relief. As a result, the Board
recommends that all Department of the Army records of the individual
concerned be corrected by amending item 12f on his DD Form 214 for the
period ending 23 April 2005 to show he completed 11 months and 26 days of
foreign service.
2. The Board further determined that the evidence presented is
insufficient to warrant a portion of the requested relief. As a result,
the Board recommends denial of so much of the application that pertains to
amending item 11 on his DD Form 214 for the period ending 23 April 2005 to
show primary MOS 63S20P-H8 and by amending item 14 on his DD Form 214 for
the period ending 23 April 2005 to show military education.
