      The Board considered the following evidence:

      Exhibit A - Application for correction of military records.

      Exhibit B - Military Personnel Records (including advisory opinion,
if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests that his specialty title, reflected in item 11
(primary specialty number, title and years) on his 1988 separation document
be corrected to reflect “Tank Turret Mechanic” vice “Light Vehicle
Specialist.”

2.  The applicant makes no statement but asks that his records be checked.

3.  The applicant provides no evidence in support of his request.

CONSIDERATION OF EVIDENCE:

1.  The applicant is requesting correction of an alleged error or injustice
which occurred on 1 September 1988.  The application submitted in this case
is dated
20 April 2003.

2.  Title 10, U.S. Code, Section 1552(b), provides that applications for
correction of military records must be filed within 3 years after discovery
of the alleged error or injustice.  This provision of law allows the Army
Board for Correction of Military Records (ABCMR) to excuse failure to file
within the 3-year statute of limitations if the ABCMR determines that it
would be in the interest of justice to do so.  In this case, the ABCMR will
conduct a review of the merits of the case to determine if it would be in
the interest of justice to excuse the applicant’s failure to timely file.

3.  Records available to the Board indicate that the applicant was a member
of the United States Army Reserve between February and November 1986.
During his service in the Army Reserve he was trained as a Combat
Telecommunications Operator (72E).  Upon enlistment in the Regular Army on
1 June 1987, the applicant attended the M60A1/A3 Tank Turret Mechanic’s
training course at Fort Knox, Kentucky and was awarded specialty 45N on
11 September 1987.

4.  Department of the Army Pamphlet 611-21 notes that specialty 45N refers
to individuals trained as M60A1/A3 Tank Turret Mechanics.  The M60A1/A3
tank was the predecessor of the Abrams M1 tank, which entered the Army’s
inventory in 1980.  Throughout the 1980’s the M60A1/A3 tanks were phased
out of the Active Army inventory but remained in Reserve Component units.
Today, only members of the Reserve Component hold specialty 45N.



5.  In spite of the applicant’s training as a Tank Turret Mechanic, upon
his assignment to Fort Irwin, California, following completion of training,
he was assigned principal duties as a Light Wheel Vehicle Specialist.
Department of the Army Pamphlet 611-21 indicates that a Light Wheel Vehicle
Specialist is identified with specialty 63B.

6.  On 1 September 1988 the applicant was administratively discharged under
the provisions of Army Regulation 635-200, Chapter 14, for misconduct.  His
separation document indicates that he was separated in specialty 45N10, but
that the title of the specialty was “Light Vehicle Specialist.”  It is also
noted that item 14 (military education) on his separation document also
reflect an incorrect course title.  The applicant attended the M60A1/A3
Tank Turret Mechanic course in 1987 and not the Light Wheel Vehicle Course
as indicated in item 14.

DISCUSSION AND CONCLUSIONS:

1.  Clearly the specialty title reflected on the applicant’s 1988
separation document is incorrect.  It is possible that the individual
completing his separation document utilized his “principal duty” title,
rather than the correct title of “M60A1/A3 Tank Turret Mechanic” associated
with his 45N specialty.  The applicant’s specialty title should be
corrected accordingly.

2.  Additionally, in the interest of clarity, the training course title
reflected in item 14 of the applicant’s 1988 separation document should
also be corrected to show that he attended the “M60A1/A3 Tank Turret
Mechanic Course” vice the “Light Wheel Vehicle Course,” which he never
attended.

BOARD DETERMINATION/RECOMMENDATION:

The Board determined that the evidence presented was sufficient to warrant
a recommendation for relief and to excuse failure to timely file.  As a
result, the Board recommends that all Department of the Army records of the
individual concerned be corrected:

      a.  by showing his specialty title in item 11 on his 1988 separation
document is “M60A1/A3 Tank Turret Mechanic” vice “Light Vehicle Specialist”
and


      b.  by showing in item 14 that he attended the “M60A1/A3 Tank Turret
Mechanic Course” vice the “Light Wheel Vehicle Course.”
