THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:
1. The applicant requests reconsideration of his earlier request for correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his military occupational specialty (MOS) of 63S1O (heavy wheel vehicle mechanic). His request for correction of his DD Form 214 to show his basic training is a new issue.
2. The applicant states that he is trying to enter the Louisiana Army National Guard but he cannot unless his DD Form 214 is changed to show he is qualified for his MOS 63S1O and basic training.
3. The applicant provides a copy of his Basic Combat Training (BCT) Individual Training Record; his Certificate of Affiliation, dated 7 July 1998; his Certificate of Achievement; his diploma from the U.S. Army Training Center, Fort Jackson, South Carolina, dated 7 July 1998; and his DD Form 214. These documents were submitted in support of his previous case.
CONSIDERATION OF EVIDENCE:
1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR2001052074 on 20 September 2001.
2. The applicant's request for correction of his DD Form 214 to show his basic training is a new issue and will be considered by the Board.
3. The applicant enlisted in the Louisiana Army National Guard on 8 December 1997. He was ordered to active duty for training (ADT) on 9 February 1998. His BCT Individual Training Record, dated 4 April 1998, shows he was a graduate of BCT.
4. His diploma from the U.S Army Training Center, Fort Jackson, South Carolina shows he successfully completed the Heavy Wheel Vehicle Mechanics Course 610-63S1O on 7 July 1998.
5. The applicant's service personnel records contain a 10 July 1998 memorandum which states the applicant was held over after graduation pending the outcome of an Investigation.
6. The applicant was released from active duty on 10 August 1998 under the provisions of Army Regulation 635-200, chapter 11 by reason of entry level status performance and conduct.
7. Item 11 (Primary Specialty) on his DD Form 214 shows the entry "NONE//NOTHING FOLLOWS." Item 14 (Military Education) on his DD Form 214 shows the entry "NONE//NOTHING FOLLOWS."
8. The applicant was discharged from the Army National Guard on 15 October 1998.
9. On 20 September 2001, the ABCMR corrected the applicant's DD Form 214 to include the Heavy Wheel Vehicle Course in item 14. The portion of the applicant's request to award him MOS 63S1O was denied.
10. Army Regulation 635-5 (Separation Documents) states, in pertinent part, that item 14 (Military Education) will list formal in-service training courses of 40 hours or more successfully completed during the period of service covered by title, length in weeks, and month and year completed. This information is to assist the Soldier after separation in job placement and counseling; therefore, training courses for combat skills are not listed.
11. Army Regulation 635, in effect at the time, directed that the MOS codes, titles, years and months for warrant officers and enlisted personnel will be entered in item 11 on the DD Form 214.
DISCUSSION AND CONCLUSIONS:
1. The applicant was ordered to ADT in February 1998 and he successfully completed the Heavy Wheel Vehicle Course in July 1998. Therefore, he should have been awarded MOS 63S and it would be appropriate to amend item 11 on his DD Form 214 to include his MOS 63S1O.
2. Based on Army Regulation 635-5, training courses for combat skills are not listed on the DD Form 214. Therefore, the applicants BCT is not authorized to be added to item 14 on his DD Form 214.

BOARD DETERMINATION/RECOMMENDATION:
1. As regard the applicant's request for reconsideration of his request to add MOS 63S to his DD Form 214, the Board determined that the evidence presented was sufficient to warrant amendment of the ABCMRs decision in Docket Number AR2001052074, dated 20 September 2001. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending item 11 on his DD Form 214 to show the entry "63S1O HEAVY WHEEL VEHICLE MECHANIC - 1 MONTH."
2. As regards the applicant's request to add the BCT to his DD Form 214, the Board further determined that the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to correcting his DD Form 214 to show he completed BCT.
