AIR FORCE DISCHARGE REVIEW BOARD DECISIONAL RATIONALE		 CASE NUMBER

GENERAL: The applicant appeals to change the reason and authority for the discharge.

The applicant appeared and testified before the Discharge Review Board (DRB), with counsel, at Andrews AFB on 16 Oct 2014.

The attached brief contains available pertinent data on the applicant and the factors leading to the discharge.

FINDING: The Board grants the requested relief


ISSUE: The applicant received an Honorable discharge for personality/adjustment disorder.

The Air Force Discharge Review Board, under i ts respon sibility to examine the propriety and equity of an Applicant's discharge, is authorized to change the character of service and the reason for discharge if such change is warranted. In reviewing discharges, the Board presumes regularity in the conduct of govenunental affairs unless there is substantial credible evidence to rebut the presumption , to include evidence submitted by the applicant. The Board did complete a thorough review of the circumstances that led to the discharge and the discharge process to ensure the discharge met the pertinent standards of equity and propriety.

Applicant contends the discharge has issues of impropriety due to her bei ng misdiagnosed with adjustment and personality disorder. The records indicated the applicant received a mental health evaluation on 25-29 March 1999, which resu lted in a diagnosis of adjustment disorder with depressed mood and personality disorder. The applicant was found to have maladaptive behavior that significantly impaired her abil i ty to function in a military environment. The applicant's condition was substantiated with a thorough assessment and documentation ; however the Board opined that with current standards of evaluation, it would have been more equitable to refer the applicant to a Medical Eval uation Board. Specifically, Section E4. l 3. J .4 of DoDI 1332.38 , revised 10 April 20 I 3, states that Chronic Adjustment Disorders are no longer considered a
basis for administrative separation. Based on this find ing, Secretarial Authority wou ld be a more appropriate narnti ve reason for discharge.

CONCLUS ION : The Discharge Review Board concludes that the discharge was inconsistent with cutTent procedura l and substanti ve requi rements of the discharge regulation and finds the applicant was not provided full administrati ve due process.

In view of the foregoing findings, the Board further concludes that the reason for the discharge is more accuratel y described as Secretarial Authority
