GENERAL: The applicant appeals for upgrade of discharge to honorable.
The applicant was offered a personal appearance before the Discharge Review Board (DRB) but declined to
exercise this right.
The attached brief contains available pertinent data on the applicant arid the factors leading to the discharge.
FINDINGS: Upgrade of discharge is denied.
The Board finds that neither the evidence of record nor that provided by the applicant substantiates an
inequity or impropriety that would justify a change of discharge.
ISSUE: Applicant contends she has matured in the past two years and is ashamed of the irresponsible
behavior she exhibited, regrets the problems she caused, has been carrying a chip on her shoulder since her
mother died of cancer, and now realizes she needs to make mature decisions because she wants to have a
positive attitude and outlook on life. The DRB was pleased to see that the applicant feels she has matured
and is doing well; however, these are not matters of inequity or impropriety which would warrant an
upgrade. The records indicated the applicant received an Article 15. eight Letters of Reprimand. one Letter
of Counseling and three Records of Individual Counseling for misconduct to include numerous instances of
failure to maintain and clean her dorm room, lying, reporting to work unfit for duty, personal hygiene issues,
writing bad checks. failure to maintain possession of her gas mask, numerous instances of improper dress
and appearance, failure to pay just debts, failure to properly register her vehicle, and failure to go. The DRB
opined that through these administrative actions, the applicant had ample opportunities to change her
negative behavior. The Board concluded the misconduct was a significant departure from conduct expected
of all military members. The characterization of the discharge received by the applicant was found to be
appropriate.
CONCLUSIONS: The Discharge Review Board concludes that the discharge was consistent with the
procedural and substantive requirements of the discharge regulation and was within the discretion of the
discharge authority and that the applicant was provided full administrative due process.
In view of the foregoing findings the Board further concludes that there exists no legal or equitable basis for
upgrade of discharge, thus the applicant's discharge should not be changed.

Issue 1: I am requesting an upgrade in my discharge status from General to
Honorable. The reason why I am requesting this upgrade is because I have
matured in the last 2 years and I am ashamed of the irresponsible behavior I
exhibited at Grand Forks AFB and regret the problems I caused. I had been
carrying a chip on my shoulder since my mother died from cancer. I now realize
that I need to make mature decisions because I want to have a positive attitude

a You, being indebted to the Military Star Program in the sum of $77.00 for goods of some
value, which amount became due and payable on or about 20 January 2004, on or about

c, You did, on or about 26 November 2003, fail to go at the time prescribed to your
appointed place of duty for your monthly weigh-in, to wit: Orderly room. For this act of
misconduct, you received an LOR, dated 5 December 2003, and you were placed on the control

appointment at the medical clinic conaming your injured knee as you were instructed to do. For
these acts of misconduct, you received an LUR, dated 10 July 2003. (Attachment H.)
i. You were, on or about 17 June 2003, derelict in the pedormance of your duties in that, on
numerous occasions, you failed to maintain you hair within the standards of AFI 36-2903. For
these acts of misconduct you received a Letter of Counseling (LOC), dated 17 June 2003.

j . . You were, on or about 25 February 2003, derelict in the performance of your duties in that,
on more than one occasion, you failed to maintain possession of your gas mask. Additionally,
you were derelict in the performance of your duties in that, on several occasions, you fkiled to

soiied uniform. For these acts of misconduct, you received a Record of Individual Counseling

divers occasions, you made and uttered worthless checks. For these acts of misconduct you

1. You were, on or about 18 June 2002, derelict in the performance of your duties in that you
reported to work unfit for duty. For this act of misconduct, you received a RIC, dated
18 June 2003. (Attachment L.)
m. You were, on or about 29 May 2002, derelict in the performance of your duties in that you
hiled to complete tasks assigned to you as part of your bay orderly duties. Additionally, you
were derelict in the performance of your duties in that you failed to remain awake while on duty
as bay orderly. For these acts of misoonduct, you received an LOR dated, 3 1 May 2002.

3. Copies of the documents to be forwarded to the separation authority in support of this
recommendation are attached. The commander exercising special court-martial jurisdiction or a
higher authority will decide whether you will be discharged or retained in the Air Force, and if
